SUMMARY:

Position involves a high degree of independence, collaboration, and oversight in developing, monitoring, analyzing, executing, and recommending service provisions of client service contracts by subcontractors, as well as contracting, purchasing, and procurement of agency goods and services. Provides technical assistance and training for service providers and facilitates the appropriate implementation, development, and procurement of contracting processes while functioning as the Agency Subject Matter Expert (SME) on interpreting and resolving contract issues. As part of the purview of the position, the individual will plan goals that contribute to compliance and performance that accomplishes the agency’s long-range objectives. Manages Agency’s Public Records Requests and client data and personal health information breaches. Serves as Agency’s Client Americans with Disabilities Act (ADA) Coordinator. Supervises Contracts Specialists and Provider Recruitment Contracts Specialist.


ESSENTIAL FUNCTIONS:

  • Responsible for the execution and oversight of client service contract management activities, including assisting program managers, departments, and leadership with procurement of services through established Contracts and Fiscal policies and practices. 
  • Works with the Fiscal Director to analyze and evaluate RFPs, contracts, contract renewals and contract amendments and modifications for financial and budgetary impacts. 
  • Identifies contract issues, concerns and collaborates with departmental staff and leadership to develop resolution. 
  • Ensures the effective procurement of services to meet organizational needs, requirements, and deadlines. Provides technical assistance and training to providers and internal customers. 
  • Reviews cost reports, budgets, develops and drafts contract amendments based upon changing requirements or funding.
  • Supervises Contracts Specialists and Contracts and Data Support Specialist, including providing ongoing training, coaching, mentoring, and performance development to ensure staff meet and exceed established expectations.
  • Responsible for Agency’s Contracts Policies and Procedures.
  • Serves as Agency’s point-of-contact and subject matter expert on Public Records Requests, client data and personal health information breaches, and client/contractor grievances.
  • Serves as Agency’s Client ADA Coordinator.
  • Responsible for recruiting new contractors/vendors to ensure network adequacy.
  • Monitors contracts to assure compliance with federal, state, and local requirements and contractor performance; as leader of the monitoring team, supervises compilation and submission of monitoring reports.
  • Provides data and contract information to AAADSW staff.
  • Assists in developing requests for proposals and requests for qualifications within federal, state, and agency guidelines.
  • Provides technical assistance and training to contractors.
  • Applies formal project management methodologies to lead strategic, multi-department initiatives that support agency operations, service delivery, and organizational effectiveness.


WORKING CONDITIONS AND PHYSICAL EFFORT:

  • While conducting monitoring visits in varied environments, the employee travels by automobile and is exposed to changing weather conditions.
  • Work is normally performed in a typical interior/office work environment.
  • While performing the duties of this position, the employee is regularly required to talk, hear, stand, walk, sit, use hand to finger, handle or feel objects, tools, or controls, and reach with hands or arms.  
  • The employee occasionally lifts or moves up to 20 pounds.  
  • Specific vision abilities required by this job include close vision and the ability to adjust focus.

Requirements

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in social services, Health Services, Public Administration, Business Administration, or related field.
  • Three (3) years of progressively responsible supervisory experience, including demonstrated ability to train, coach, mentor, and evaluate staff performance.
  • Three (3) years of related experience with a proven track record in contracts administration, contract development, monitoring, and compliance, with public sector contracts experience preferred.
  • Demonstrated experience applying formal project management processes, tools, and principles to manage complex, multi-stakeholder projects.
  • Possession of a valid driver’s license and minimum state-required vehicle insurance and have use of reliable transportation.


KNOWLEDGE, SKILLS AND ABILITIES:

  • Ability to plan, organize, prioritize, and coordinate work assignments and/or projects.
  • Ability to supervise, direct, motivate, train, coach, and mentor others to achieve high performance.
  • Ability to make presentations, lead, facilitate, or participate in meetings, work groups, and support groups to achieve desired results.
  • Knowledge of contracts negotiation, contracts development, and administration.
  • Knowledge of data collection methods and planning techniques and principles.
  • Ability to analyze program data and RFPs to draw appropriate conclusions and make appropriate recommendations.
  • Proficiency in conducting research, interpreting and analyzing diverse data to reach and present logical conclusions/results.
  • Ability to work effectively and collaboratively with a wide range of diverse staff, contractors, and grant organizations to establish and maintain effective working relationships.
  • Ability to communicate clearly, professionally, and effectively with internal and external customers, including staff, current contractors, and potential contractors.
  • Ability to communicate verbally in the English language in face-to-face one-on-one settings, group settings, or when using a telephone.
  • Ability to produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
  • Working knowledge of computer and software operations; ability to operate general office equipment; work at a desk using phone and computer for up to eight hours a day.
