Job DetailsJob Location: Tucson, AZ 85756Salary Range: $71,195.00 - $108,394.00 Salary/yearDistinguishing Characteristics:  Under minimal supervision and administrative direction, is responsible for providing oversight of  safety and health technical regulatory and policy issues for TAA departments; assists in the management of an airport-wide safety, health loss control and prevention program at Tucson International Airport (TUS) and Ryan Airfield (RYN); responsible for the oversight of all OSHA and safety related training programs within the TAA, to include tracking and re-certification compliance; responsible for reporting safety, operational and process-oriented results, and to provide systems analysis and process improvement recommendations; develop, implement and manage FAA mandated Safety Management System, including comprehensive safety policies, safety risk management, safety assurance, safety promotion and an occupational health and safety program. Provides consultation and expertise and exercises functional authority over TAA staff in essential matters of occupational safety, risk, and health. Essential Functions:   The following functions and all other functions not included in this job description are to be performed in the best interests and for the greater good of TAA. •    Support and advocate for TAA’s Mission, Vision, Guiding Principles and act as a champion and role-model of TAA’s Cultural Fundamentals. •    Be a champion for the safety culture at TAA. •    Plans, develops, implements, assesses and audits comprehensive airport-wide safety, and health concerns for TAA departments.  •    Develop, coordinate and supervise the implementation and maintenance of a comprehensive airport-wide Safety Management System (SMS), as required by FAR Part 139, with objectives, methods, processes and an organizational structure designed to proactively manage risk, detect and correct safety problems before those problems result in an incident or accident, and reduce the impact/cost of incidents. •    Recommend airport-wide safety and health directives, and maintain airport safety related manuals or handbooks, including preparation and distribution of appropriate updates.  •     Provide consultation and expertise and exercise functional authority over airport staff in essential matters of occupational safety and health. •    Determine applicability of administrative and regulatory requirements and other health and safety laws and implement applicable regulations and standards.  •    Establish and implement safety training objectives, plans and schedules in the area of health and safety.  Schedules will include communication with applicable stakeholders for purposes of maintaining OSHA compliance and deadlines. Conduct or provide safety-related training.  Ensure records are being properly maintained by all appropriate division and department leadership. •    Conduct, supervise and/or coordinate facility and site inspections, job hazards analyses and other evaluations to identify hazards and effectiveness of risk control strategies; make recommendations to leadership, as required; implement appropriate corrective actions.   •    Monitor airport safety programs; conduct trend analysis; report to airport management on results of analysis, trends and make recommendations related to that analysis. •    Conduct audits of corrective actions to ensure compliance with regulations.  •    Conduct post-incident investigations as they pertain to safety; develop an airport accident review committee and make recommendations for changes in equipment and/or processes to correct unsafe conditions.  •    Assess incident statistics to determine requirements for new or modified training. Communicate incident statistics to TAA leadership on a regular basis. •    Determine the need for and adequacy of new or revised risk controls and associated issues. •    Ensure consistency of procedures and reports with governing documents to include relevant federal, state and local laws, rules and regulations and airport charter/enabling legislation. •    Create a positive safety culture within all levels of the workforce by providing TAA departments with risk-related information associated with their assigned responsibilities.  •    Facilitate the TAA Safety Committee, and other safety-related committees.  •    Communicate effectively the stated goals and objectives of TAA to the public and outside agencies. •    Be responsive to airport emergencies and situations that may involve loss of human life or property; support public safety and operational response to emergencies; utilize Incident Management System (ICS)/National Incident Management System (NIMS) protocols and procedures; coordinate and/or participate in after-action emergency de-briefing with appropriate departments and stakeholders The above listed functions are not necessarily all the essential functions.  Job duties and functions may be expanded or reduced by management based on future changing needs and job requirements.   QualificationsPosition Requirements:   •    A Bachelor’s degree from an accredited college or university with major course work in industrial or safety engineering, occupational health or a closely related field.   •    In lieu of a degree, three years of progressively responsible experience in workplace safety and employee training; including at least two years administering a comprehensive safety and accident-prevention program to include a FAA SMS programs. •    Previous aviation experience preferred. •    TAA will consider any equivalent combination of experience and training that provides the necessary knowledge, skills, and abilities sufficient to demonstrate aptitude for the position.    Required Knowledge, Skills, and Abilities:     Knowledge of: •    Principles and practices of safety, health training and environmental sciences; •    Field safety, health and environmental monitoring protocols, methods and equipment; •    Technical programs, research techniques, and trends in the practice of health investigation, controls and remediation and their application to a public entity; •    Local, state and federal laws, ordinances, rules and regulations (OSHA, NFPA, etc.).  •    FAA documents and regulatory requirements, including FAR Part 139, aviation system, safety, and SMS processes. •    Principles and practices of time and project management Skill in: •    Applying safety and health loss control techniques to effectively manage and reduce the TAA’s safety and health risk; •    Overseeing a TAA wide safety and health loss control program •    Assisting in developing and implementing new safety and health practices and procedures •    Conducting field assessments, technical research and safety audits, health exposures •    Communicating effectively, both orally and in writing. •    Experience in the Aviation Environment and Safety Management Systems.      Ability to: Environmental Requirements •    Work primarily in a typical, temperature controlled administrative office setting in a semi-enclosed workspace.  •    Work in a high-noise environment; extreme seasonal weather, (i.e., heat, cold, wind, or rain), when necessary. Physical Requirements •    Work in wet, cold, hot, windy weather, and stand for a prolonged period of time.  •    Communicate effectively in English via telephone, in person and/or by radio, and cellular telephone, in a high noise environment, with sufficient clarity to be understood by others.  •    Read, write, and speak the English language in an articulate, fluent manner.   •    Hear and understand sounds coming through a radio, a standard telephone receiver, or other outside sound sources.   General •    Use a computer utilizing Microsoft Office software and other office machines. •    Be sensitive and aware of actions and reactions of team members, tenants, and outside agencies, and inform supervisor of appropriate concerns. •    Understand that dissemination of information outside of job requirements is based on “need-to-know”; maintain discreet and professional sense of confidentiality due to sensitive nature of job functions. •    Establish and maintain effective working relationships with TAA personnel, the TAA Board, representatives of other agencies, the local business community and the public and airport users. Licenses; Certificates; Special Requirements: •    Valid Arizona Driver’s license.  •    Meet and maintain the ability to drive airport vehicles and obtain authorization to access the Non-Movement Area on the Air Operations Area. •    Must obtain and maintain access to the Security Identification Display Area (SIDA). •    Must successfully complete the National Incident Management System (NIMS) 100, 200, 700 and 800 course requirements and certification within the first year of assuming the position. •    As an employee, you are deemed to be essential personnel as part of TAA’s emergency response and must respond to airport incidents as requested/required.
