CLIN: Master Strategy, Plans, Exercises, and Policy Services
Background: This contract supports U.S. Central Command's theater-level planning mission by providing experienced professionals who develop strategies, campaign plans, operational orders, assessments, and coordination products that integrate military, interagency, allied, and partner-nation activities throughout the USCENTCOM area of responsibility.Â
Position Summary:Â Leads and coordinates advanced joint strategic planning, policy, exercise, and plan development supporting USCENTCOM long-range and operational planning requirements.
Primary Responsibilities
- Organize, direct, and coordinate planning and production across task order activities.
- Develop analyses, recommendations, orders, estimates, briefings, and other draft products for working-group review and senior-leader use.
- Advise on all phases of the Joint Operational Planning Process, including mission analysis, course of action development, wargaming, comparison, and decision.
- Translate approved courses of action, commander’s intent, mission statements, and guidance into plans and orders directing subordinate action.
- Conduct orderly transition of plans to organizations responsible for execution and explain key planning decisions and rationale.
- Coordinate across JPTs, OPTs, LRPEs, working groups, components, interagency organizations, allies, coalition members, and partners.
- Support working-group management through reports, research, assessments, alternative solutions, and long-range impact analysis.
- Coordinate FOIA requests and Mandatory Declassification Reviews for designated CCJ5 files in accordance with applicable legal standards and USCENTCOM directives.
- Safeguard classified and unclassified Government information, property, controlled forms, facilities, equipment, and materials.
- Maintain Government records separately from company records and comply with applicable federal records, FOIA, Privacy Act, DoD, and USCENTCOM requirements.
- Perform work to the PWS quality standards and correct identified product deficiencies within applicable performance thresholds.
- Support required contract deliverables and provide products to the designated government task lead, COR, or alternate COR through approved USCENTCOM channels.
Minimum Qualifications
- Comprehensive experience in joint strategic planning.
- Graduate of JAWS, SAMS, SAASS, SAW, MAWS, or a Senior Service College equivalent program.
- Master’s degree.
- At least 10 years of planning experience.
- At least 5 years of planning experience at a Geographic or Functional Combatant Command headquarters.
- Ability to read, write, and speak English fluently.
- Skills, knowledge, training, current certifications, and licenses necessary to perform the assigned PWS services.
- Common Access Card eligibility and completion of required Information Assurance training and the USCENTCOM Staff Officer Orientation Course before network access.
Security, Work Location, Schedule, and Travel
- Minimum TS/SCI clearance must be possessed and maintained unless the applicable CLIN description expressly provides an exception. Applicable positions may be subject to a counterintelligence polygraph.
- Primary place of performance is generally USCENTCOM Headquarters, Tampa, Florida, unless supporting an authorized contingency or continuity requirement. Approved remote work may include classified or unclassified work under current USCENTCOM policy.
- Normal operations mirror USCENTCOM military and civilian schedules. The basic workday is eight hours between 0730 and 1630, with core hours from 0900 to 1500, Monday through Friday except federal holidays or facility closures.
- Must be prepared and eligible for CONUS and OCONUS travel and able to obtain an official passport when required.
