As one of the National Oceanic and Atmospheric Administration (NOAA)’s top contractors, ISS is seeking a Business Management Support Specialist to support the Integrated Ocean Observing System (IOOS) office.


Where you will be: This role is remote.

 

What you will do: Provide budget and financial planning support, monitoring and reporting, and business administrative support to the IOOS office. This includes:

 

  • Budget and Financial Planning Support
    • Verify all budget data related to future planning, acquisitions, grants, labor, and internal assessments.
    • Support forecasting and reconciliation of obligations, labor, and expenditures; identify shortfalls and execution issues; provide mitigation strategies.
    • Assist with long-term budget planning, scenario development, and related documentation.
    • Provide support in building spend plans for the office, including forecasting travel, training, interagency agreements and other expenditures.
  • Monitoring and Reporting
    • Track forecasts, obligations, labor, reimbursables and expenditure plans, ensuring traceability to program documentation.
    • Generate and analyze monthly, quarterly, and year-end reports in line with government financial regulations.
    • Develop and populate management reporting templates to communicate budget, human resources, and performance data in consolidated dashboards that provide leaders with the right information to support strategic decisions. Such reports will be completed monthly, quarterly, and annually.
  • Business Administrative Support
    • Develop Standard Operations Plans and tracking procedures for training, travel, interagency agreements, and other processes.
    • Support office responses to routine data calls.
    • Assist with human resources requirements and actions such as maintaining employee records and processing and troubleshooting.
  • General
    • Present findings from analyses to appropriate levels of management.
    • Interpret and develop budget policies and procedures.
    • Identify problems, propose solutions, and defend recommendations.
    • Write and communicate clear guidelines.
    • Conduct analyses of the financial conditions and practices of the office.


What you bring: 

  • Bachelor’s degree
  • Five (5) years of experience in the area of finance or a related field.
  • General knowledge of accounting structures, federal accounting systems and budget processes.
  • Knowledge and experience with financial management systems, including Business Applications Solutions and Financial Management Data Systems.
  • Knowledge and skills in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of program operations.
  • Knowledge and ability to use Google suite (Google sheets, docs, slides, calendar) and Smartsheet is preferred.
  • Bonus: You are familiar with NOAA and/or IOOS.
