Guidacent is seeking a highly motivated Business & Process Analyst to support a public sector client on business transformation and modernization initiatives. This role will partner with business and technical stakeholders to analyze current operations, identify improvement opportunities, document business processes, define requirements, and support the successful implementation of organizational and technology changes.

The ideal candidate combines strong analytical skills with the ability to facilitate discussions, build consensus, and translate complex business needs into actionable recommendations.

Key Responsibilities

Business Analysis & Requirements Gathering

  • Elicit, analyze, and document business requirements through interviews, workshops, observation, and stakeholder engagement.
  • Facilitate discussions with business and technical teams to identify challenges, opportunities, and desired outcomes.
  • Develop business requirements, functional requirements, user stories, use cases, and process documentation.
  • Support prioritization of business needs, enhancements, and process improvement initiatives.

Process Analysis & Improvement

  • Analyze current-state business processes, workflows, and operational procedures.
  • Create current-state and future-state process maps, workflow diagrams, and business models.
  • Identify process inefficiencies, bottlenecks, risks, and opportunities for improvement.
  • Develop recommendations that improve service delivery, operational effectiveness, compliance, and customer experience.
  • Support business process reengineering and organizational change initiatives.

Stakeholder Engagement

  • Collaborate with executive leadership, program managers, subject matter experts, technical teams, and end users.
  • Facilitate workshops, requirements sessions, process reviews, and decision-making meetings.
  • Build alignment among diverse stakeholder groups and document key decisions and action items.

Documentation & Communications

  • Develop and maintain project documentation, including requirements, process maps, decision logs, meeting summaries, and business cases.
  • Communicate findings, recommendations, project status, and risks to stakeholders at all organizational levels.
  • Prepare presentations, reports, and executive summaries to support decision-making.

Project & Implementation Support

  • Support system modernization, digital transformation, process improvement, and organizational change initiatives.
  • Participate in solution design discussions to ensure business requirements are fully understood and addressed.
  • Assist with testing, user acceptance activities, training support, and implementation planning.
  • Track issues, risks, dependencies, and action items throughout the project lifecycle.

Required Qualifications

  • Bachelor's degree in Business Administration, Public Administration, Information Systems, Management, or a related field, or equivalent professional experience.
  • Five (5) or more years of experience as a Business Analyst, Process Analyst, Business Systems Analyst, Management Consultant, or related role.
  • Experience conducting business process analysis and requirements gathering.
  • Demonstrated ability to create process maps, workflow diagrams, and business documentation.
  • Strong facilitation, communication, and stakeholder management skills.
  • Experience working with cross-functional teams in complex organizational environments.
  • Strong analytical and problem-solving abilities.
  • Proficiency with Microsoft Office products, including Word, Excel, PowerPoint, and Visio or similar process-mapping tools.

Preferred Qualifications

  • Experience supporting government, public sector, healthcare, transportation, or large enterprise organizations.
  • Experience with business process reengineering, organizational change management, or continuous improvement methodologies.
  • Familiarity with Agile, Waterfall, or hybrid project delivery approaches.
  • Experience using Azure DevOps, Jira, Confluence, SharePoint, or similar collaboration tools.
  • Lean, Six Sigma, CBAP, PMI-PBA, Prosci, or related certifications.
  • Experience supporting enterprise system implementations, ERP, HCM, CRM, or digital modernization projects.
