The Compliance Manager reports to the Director of Compliance and executes day-to-day compliance functions supporting the Bank’s Compliance Management System (CMS). This role is responsible for consumer and lending compliance oversight across Hatch Bank’s fintech partnerships and internal business lines, including regulatory monitoring, compliance testing, complaint oversight, vendor management, issue tracking, and audit and exam support. The Compliance Manager works collaboratively with internal and external stakeholders and applies strong technical acumen to promote compliance with applicable consumer protection and lending laws, regulations, and standards while implementing and automating scalable solutions.
JOB DUTIES AND RESPONSIBILITIES:
Hatch Bank is seeking an experienced Compliance Manager to strengthen the scalability, resiliency, and effectiveness of our Compliance Management System as fintech partner oversight demands continue to grow. The ideal candidate is well versed in consumer compliance, lending compliance, CMS management, complaints, and vendor management, with the technical acumen to modernize and automate compliance processes. Reporting to the Director of Compliance, this role provides management-level ownership for assigned partners with the following responsibilities:
Consumer & Lending Compliance
- Oversee consumer and lending compliance across the Bank’s fintech partnerships and internal business lines, ensuring adherence to applicable laws including ECOA/Reg B, TILA/Reg Z, UDAAP, FCRA, FDCPA, EFTA, ESIGN, CAN-SPAM, and GLBA/Privacy
- Conduct, document, and report on compliance testing and transaction reviews (“Lending Reviews”), uploading results into Themis or an equivalent system and tracking finding remediation through closure
- Lead consumer compliance risk assessments for the Bank and its Third-Party Relationships (TPRs), including Fair Lending, UDAAP, and Enterprise Compliance Management
- Monitor and assess emerging risks and regulatory developments, providing timely reporting to stakeholders
Compliance Management System (CMS) Management
- Support, enhance, and maintain the Bank’s CMS, including issue management, monitoring, testing, complaints, and governance reporting
- Provide management-level oversight for assigned fintech partners, handling day-to-day oversight, follow-up, and escalation support closer to the source while preserving Director-level oversight
- Partner with compliance leadership, technology, operations, and fintech partner stakeholders to identify and improve CMS processes through automation, workflow tools, and enhanced reporting
- Support the implementation and refinement of technology-enabled CMS solutions that strengthen scalability and effectiveness
Complaint Oversight
- Manage regulatory complaint resolution and response for the FDIC, DFPI, CFPB, and other relevant agencies
- Oversee complaint procedures and reporting for fintech partners and escalate high-risk complaints appropriately
- Analyze complaint trends and partner-level complaint percentages relative to total volume to identify escalated concerns and benchmark against risk appetite
Vendor & Partner Management
- Review and approve Bank and TPR vendor due diligence in alignment with regulatory expectations
- Conduct comprehensive onboarding and ongoing oversight of TPRs, including initial due diligence, product and marketing program review, and CMS and BSA compliance
- Support product launch readiness, UAT, and regulatory alignment for new fintech partnerships
- Conduct regular compliance touchpoints with each assigned fintech partner
Marketing & Consumer Protection Governance
- Review and approve consumer-facing collateral, including marketing content, disclosures, application flows, adverse action notices, and pre-qualification/pre-approval offers
- Ensure accuracy and regulatory alignment in the use of reason codes and disclosures
- Approve policies and procedures related to consumer harm mitigation for both the Bank and TPRs
Audit & Exam Management
- Serve as primary liaison for internal and external audits and regulatory exams in relevant areas
- Coordinate document requests, interviews, and response drafting
OTHER JOB DUTIES AND RESPONSIBILITIES:
- Assist with Board reporting of Key Risk and Key Performance Indicators
- Develop and deliver compliance training programs for the Bank and fintech partners as needed
- Implement Risk and Compliance initiatives
- Conduct research on developing regulations or enforcement actions
- Performs other tasks that may be assigned from time to time
PHYSICAL AND SENSORY REQUIREMENTS:
While performing the essential functions of this position, the incumbent is subject to sedentary work for extended periods of time. Some mobility in order to access files and attend meetings is necessary. The incumbent must be able to operate a computer terminal and office equipment and communicate and exchange information to internal and external customers.

EDUCATION, TRAINING AND EXPERIENCE:
- Bachelor’s degree in Business, Law, Finance, or related field
- Minimum of 8 years of experience in financial services compliance, with emphasis on consumer and lending compliance and fintech/third-party oversight (BaaS experience)
- Strong understanding of applicable consumer protection and lending laws and regulations, including FDIC, CFPB, Fair Lending, UDAAP, Reg B, Reg Z, FCRA, and GLBA
- Strong understanding of compliance management, including issue management, monitoring, testing, complaints, and governance reporting
- Technical acumen, with demonstrated experience identifying, implementing, or improving CMS workflows, automation, reporting tools, or governance platforms (e.g., Themis, Salesforce, or similar)
- Proven experience managing regulatory reporting and vendor/partner due diligence
- Compliance certification strongly preferred (CRCM, CAMS, or similar)
- Ability to manage through influence and drive accountability without direct authority
- Excellent leadership, communication, and organizational skills
- Ability to manage competing priorities in a fast-paced, regulated environment
WORK SCHEDULE:
- Hybrid work schedule with mandatory presence in office 2-3 days/week.
- Will sometimes be required to come into the office in person more often as needed for regulatory examinations, leadership meetings or collaboration.
Pay Range: Hatch Bank demonstrates fair, competitive, and market-based compensation for our employees. The compensation for this role includes a base salary range for this position of $85,000 to $125,000 and eligibility for attractive variable incentive compensation based on new business development. The pay range may vary based on factors including but not limited to knowledge, skills, experience, and work location.
