Mission:
As a member of the leadership team, the HSE Manager serves as the primary leader for all Health, Safety, and Environmental functions at the Richmond Site. Operating under stringent quality, safety, and environmental standards, the facility handles some highly regulated materials and falls under the OSHA Process Safety Management (PSM) standard.
Another component of this role is managing the Air Liquide Industrial Management System (IMS), which manages industrial risks in alignment with business expectations, in order to achieve a consistently safe, reliable and environmentally compliant industrial operation.
The HSE Manager will collaborate with corporate personnel in France, site personnel in Richmond (including an HSE Specialist), and infrequently offer guidance to managers at the Fairfield, NJ sales office.

Responsibilities:

PSM

Chair PSM committee and coordinate/track actions and activities related to maintaining compliance with the standard

Oversee the Management of Change (MOC) process for matters outside of quality

Coordinate (not facilitate) PHA revalidations and track actions

Incident Management

Investigate all incidents, near misses, and occupational illnesses using root cause analysis methodologies then drive Corrective and Preventive Actions (CAPA) then report through appropriate channels

Ensure emergency response capabilities are robust and maintain the site’s Emergency Action Plan (EAP)

Partner with local hazardous materials (HAZMAT) response agencies and fire departments

Conduct and evaluate site drills

Industrial Management System (IMS)

Act as the site owner for the IMS, ensuring all operations comply with corporate framework requirements

Delegate responsibility of individual elements to area owners as appropriate

Translate IMS directives into actionable procedures and gap analyses to drive continuous improvement

Environmental

Manage the site's environmental permits and regulatory compliance regarding air emissions, wastewater discharge, stormwater management, etc. Ensure all of the required metrics are being documented and recorded.

Manage hazardous/toxic waste accumulation and disposal

Respond to spills and report as appropriate

Leadership

Foster a proactive, risk-aware Safety First culture that empowers employees at all levels to identify hazards and stop unsafe work

Train, mentor, and coach the site HSE Specialist

Facilitate audits/inspections and draft audit/inspection responses for all HSE related agencies (OSHA, EPA, DEQ, Henrico County, etc.)

Respond to incidents and injuries in a 24/7 operation

Training/inspections

Work with the site Training Coordinator to develop and deliver effective online and face-to-face trainings

Oversee safety equipment inspection program including extinguishers, safety showers/eyewash, First Aid supplies, mobile equipment, ladders, AEDs, etc.

Manages Industrial Hygiene process and assures compliance

Monitor contractor safety performance and assure an effective contractor Safety program is in place

Track, compile, and report HSE KPIs

Supports additional business priorities and team goals as assigned

Salary: $100,000-$130,000

Are you a MATCH?

Required

8+ years experience as and HSE professional

Demonstrated excellent written and verbal communication skills

Strong relationship builder (site employees, external stakeholders, regulatory agencies, and corporate leadership). Find common ground and strengthen partnerships with colleagues in France

Knowledge of OSHA and EPA regulations and experience working with state and local agencies

Preferred

Bachelor’s degree

CSP, CIH, CHMM and/or advanced degree and professional training desired

DOT hazardous waste, IMDG, IATA certification

Experience in Chemical/Pharma manufacturing environment

Experience working in a PSM regulated environment
