Job DetailsJob Location: Q Office - Quantico, VA 22134Position Type: Full TimeEducation Level: Bachelor's DegreeTravel Percentage: Up to 25%Job purpose The MOCTT Operations Analyst provides individual and collective training, instruction, mentorship, observation, and assessment in support of MAGTF Operations Center readiness, with primary emphasis at the Major Subordinate Command, Marine Expeditionary Brigade, Marine Expeditionary Force, and Joint Task Force levels. The Operations Analyst serves as a subject matter expert in Command and Control and the integration of the seven warfighting functions across the watch floor, with emphasis on people, processes, tools, information exchange requirements, Information Management, authorities, battle rhythm execution, and C2 systems employment. The Operations Analyst supports development and execution of Training Audience Training and Academics Plans, facilitates formal and informal academics and practical application events, observes and assesses Training Audience performance, identifies deficiencies and operational gaps, supports remediation, and recommends improvements to watch floor processes and future training. The Operations Analyst reports to and receives work direction from the contract Program Manager and MOCTT Lead. Duties and responsibilities • Provides formal and informal instruction, over the shoulder training, mentorship, and practical application on the operation and employment of digital and analog command and control across the Operations Center. • Provides instruction and operational expertise on the integration of maneuver, fires, intelligence, force protection, logistics, command and control, and aviation operations across the watch floor. • Trains and mentors Watch Officers, Watch Chiefs, Watch Standers, functional cells, and staff personnel on roles, responsibilities, authorities, information flow, battle rhythm execution, and C2 processes appropriate to their echelon. • Provides instruction and mentorship on Information Management, information exchange requirements, C2 systems employment, Common Operational Picture and Common Tactical Picture management, and other processes that support commander decision making. • Assists the MOCTT Section Head and senior Operations Analyst in the development, refinement, and execution of Training Audience Training and Academics Plans tailored to unit requirements, exercise objectives, identified deficiencies, and operational priorities. • Participates in exercise life cycle planning, preparation, coordination, and execution events as required to identify Training Audience requirements and shape MOCTT support. • Develops, updates, maintains, and delivers academic packages, courseware, lesson materials, battle drills, practical applications, and event specific training products in support of the Training Audience TAP and approved Programs of Instruction. • Supports Master Lesson File maintenance, Program of Instruction development, After Course Management, and other academic management requirements. • Acts as a subject matter expert, mentor, facilitator, and Operations Analyst during MOCEX, Battle Staff Training, exercise execution, and other scheduled MOCTT training events. • Supports development, review, and refinement of Operations Center SOPs, Digital Desktop Procedures, battle drills, watch floor processes, and other products that improve C2 effectiveness. • Observes battle rhythm events and watch floor operations during exercise preparation and execution to assess process adherence, information flow, warfighting function integration, and watch team effectiveness. • Utilizes approved assessment criteria and the MOC Assessment Tool to evaluate Training Audience performance and determine the effectiveness of training provided through the TAP. • Provides input to exercise assessments, running summaries, Quick Looks, after action reviews, event summaries, and other required post exercise reporting. • Identifies and documents training and operational deficiencies and assists in the development and delivery of remedial instruction, including over the shoulder coaching, refresher academics, battle drill repetition, and other corrective training as directed. • Analyzes observations, assessments, AARs, Quick Looks, and exercise feedback to identify trends, gaps, and opportunities for improvement and recommends changes to future TAPs, academics, training methodologies, and watch floor processes. • Maintains event specific watch floor checklists, reference materials, assessment products, and other supporting materials required for training, observation, and evaluation. • Coordinates with Training Audience staff sections, MSTP branches, MISTC personnel, and other supporting organizations to tailor and execute training requirements and provide effective exercise support. • Supports Exercise Control and Response Cell functions when required to facilitate scenario execution, stimulate watch floor processes, and support training objectives. • Maintains subject matter expertise and currency in current doctrine, MAGTF and Joint C2 concepts, Mission Essential Tasks, operational TTPs, C2 systems, and training methodologies applicable to assigned duties. • Maintains a working knowledge of all warfighting functions and sufficient cross functional understanding to provide continuity, identify integration gaps, and support watch floor operations outside primary areas of expertise when required. • Incorporates emerging concepts, lessons learned, doctrine, Fleet feedback, and changes in C2 systems or processes into training and provides recommendations for refinement when appropriate. • Attends New Equipment Training, refresher training, formal schools, instructor development, and other professional development relevant to assigned responsibilities. • When required, serves as a MOCTT representative and coordinates with applicable MSTP and Training Audience representatives regarding training requirements, event support, and execution. • Performs other related duties necessary to support MOCTT training, exercise execution, and mission requirements.QualificationsQualifications • Detailed understanding of MAGTF Operations Center operations and the integration of the seven warfighting functions. • Working knowledge of Marine Corps and Joint command and control concepts, doctrine, processes, and systems. • Experience operating within or supporting MEF, MEB, MSC, or comparable Joint headquarters environments. • Demonstrated instructor, mentor, facilitator, or operational analyst experience. • Strong platform instruction, communication, and presentation skills. • Ability to observe and assess Training Audience performance and translate observations into clear, actionable recommendations. • Ability to identify operational and training deficiencies and develop practical recommendations for remediation and improvement. • Strong analytical, organizational, planning, coordination, and prioritization skills in support of changing exercise and training requirements. • Ability to clearly communicate observations, trends, and recommendations verbally and in writing to Training Audience personnel and senior leadership. • Ability to work effectively within a multidisciplinary team and maintain a working knowledge outside primary areas of expertise. • Proficient with Microsoft Office and other applications required to develop academic, assessment, and exercise support products. Education • Bachelor’s degree or a minimum of ten years of relevant military, government, or contractor experience. • Graduate of the Maneuver Warfare Course, Tactical MAGTF Integration Course, Advanced Maneuver Warfare Course, or comparable operational planning or C2 course preferred. • Graduate of Formal School Instructor Course, Basic Instructor Course, FLEX, or equivalent instructor development course preferred. Years of Relative Work Experience • Minimum of three years of experience working with MEF, MEB, MSC, or comparable operational staff. • Previous experience as a COC watch stander, instructor, mentor, evaluator, analyst, or exercise support specialist highly desirable. Clearance • Secret clearance eligibility required. Eligibility for upgrade to Top Secret with Sensitive Compartmented Information access is required when dictated by position responsibilities, contract requirements, or supported training events.
