Job DetailsJob Location: Q Office - Quantico, VA 22134Position Type: Full TimeEducation Level: Bachelor's DegreeTravel Percentage: Up to 25%Job purpose The MOCTT Information Management / Knowledge Management (IM/KM) C2 Integrator provides training, mentorship, systems integration, technical support, observation, and assessment to improve how MAGTF Operations Centers manage, share, visualize, and employ information in support of commander decision making. With emphasis at the Major Subordinate Command, Marine Expeditionary Brigade, Marine Expeditionary Force, and Joint Task Force levels, the position connects people, processes, information, C2 systems, and supporting architecture to improve information flow, shared awareness, continuity, and watch floor effectiveness. The IM/KM C2 Integrator supports Information Exchange Requirements, Information Management Plans, COP/CTP management, status boards, command journals, tasker tracking, collaborative tools, C2 system employment, Training Audience TAP development, instruction, assessment, remediation, and recommendations for future training. The position preserves Training Audience ownership of operations and reports to the contract Program Manager and MOCTT Lead. Duties and responsibilities • Provides formal and informal instruction, over the shoulder training, mentorship, and practical application on Information Management, Knowledge Management, and C2 system employment within the Operations Center. • Trains and mentors Watch Officers, Watch Chiefs, Watch Standers, and functional cells on Information Exchange Requirements, Information Management Plans, COP/CTP management, status boards, command journals, tasker tracking, information protocols, and other processes that support commander decision making. • Assesses information flow across the watch floor and recommends improvements to people, processes, tools, systems, and procedures that improve shared awareness, continuity, and timely delivery of relevant information to decision makers. • Supports development, review, and refinement of Operations Center SOPs, TACSOPs, Digital Desktop Procedures, battle drills, Information Management Plans, information flow products, collaborative repositories, reference libraries, lessons learned products, and other knowledge products that improve repeatability and accessibility of validated information. • Assists the MOCTT Section Head and senior Operations Analyst in development, refinement, and execution of Training Audience Training and Academics Plans and participates in exercise life cycle events to ensure IM/KM, C2 system, network, architecture, and connectivity requirements are identified early and aligned with exercise objectives. • Develops, updates, maintains, and delivers academic packages, courseware, system specific training, practical applications, battle drills, knowledge checks, and event specific training products in support of the Training Audience TAP. • Maintains subject matter expertise in current Fleet Marine Force C2 systems, network architecture, system capabilities and limitations, operational TTPs, and training methodologies and recommends system utilization that enables the Training Audience to meet information exchange requirements. • Provides input to MSTP CIS and M&S regarding C4 architecture and design and supports internal MOCTT IMO procedures, connectivity planning, exercise site requirements, fly away architecture, and other technical requirements necessary for training execution. • Provides Training Audience assistance and oversight in troubleshooting C2 system connectivity, permissions, configuration, operator, and systems integration deficiencies and supports classroom and exercise system readiness while preserving Training Audience ownership of operations. • Observes battle rhythm events and watch floor operations during exercise preparation and execution to assess information flow, process adherence, system employment, cross functional coordination, COP/CTP management, and operator effectiveness. • Utilizes approved assessment criteria and the MOC Assessment Tool to assess Training Audience performance and TAP effectiveness as it relates to IM/KM, C2 system employment, information exchange, connectivity, and watch floor processes. • Provides input to running summaries, observations, written assessments, Quick Looks, after action reviews, event summaries, and other required reporting and recommends improvements to future TAPs, curriculum, systems employment, and IM/KM processes. • Identifies and documents performance deficiencies and assists in development and delivery of remedial instruction, including focused academics, system refreshers, over the shoulder coaching, or practical application as directed. • Maintains event specific watch floor checklists, reference products, technical procedures, and other supporting materials required for training, observation, assessment, and continuity. • Attends New Equipment Training, refresher training, formal schools, instructor development, and other professional development relevant to IM/KM, C2 systems, network architecture, and assigned responsibilities and shares acquired knowledge with MOCTT members. • When required, serves as a MOCTT representative and coordinates with applicable MSTP, C2TECOE, CIS, MISTC, and Training Audience personnel regarding IM/KM, C2 systems, network, and training requirements. • Performs other related duties necessary to support MOCTT training, C2TECOE requirements, exercise execution, and mission support.QualificationsQualifications • Detailed understanding of Information Management and Knowledge Management within MAGTF and Joint Operations Centers and how information supports commander decision making. • Working knowledge of Information Exchange Requirements, Information Management Plans, COP/CTP management, status boards, command journals, tasker tracking, information protocols, collaborative tools, and watch floor continuity procedures. • Working knowledge of current Fleet Marine Force C2 systems, network architecture, interoperability, connectivity, and the capabilities and limitations of digital tools used within the Operations Center. • Ability to evaluate information flow and distinguish whether a performance gap is caused by individual proficiency, process design, written procedures, IM/KM practices, permissions, system configuration, connectivity, data quality, or interoperability. • Demonstrated instructor, mentor, facilitator, systems integrator, or operational support experience with strong platform instruction and communication skills. • Ability to translate technical and IM/KM concepts into practical training, procedures, reference products, and recommendations for audiences with varying levels of experience. • Strong troubleshooting, documentation, editing, organizational, planning, coordination, and prioritization skills. • Ability to work effectively within a multidisciplinary team and coordinate across operations, CIS, functional warfighting areas, and supporting organizations. • Proficient with Microsoft Office and collaborative applications used to develop, maintain, and share academic, technical, assessment, and knowledge products. Education • Bachelor’s degree or a minimum of ten years of relevant C2, C4, IM/KM, network, military, government, or contractor experience. • Formal education or certification in Information Management, Knowledge Management, C2 systems, network operations, or Joint and MAGTF command and control preferred. • Graduate of Formal School Instructor Course, Basic Instructor Course, FLEX, or equivalent instructor development course preferred. Years of Relative Work Experience • Minimum of three years of experience supporting MEF, MEB, MSC, Joint Task Force, or comparable operational headquarters, training organizations, or C2 environments. • Previous experience supporting C2 systems integration, network architecture, Information Management, Knowledge Management, classroom instruction, or exercise execution highly desirable. Clearance • Secret clearance eligibility required. Eligibility for upgrade to Top Secret with Sensitive Compartmented Information access is required when dictated by position responsibilities, contract requirements, or supported training events.
