The Data Management Officer (DMO) is a senior administrative role responsible for advancing enterprise-wide data governance, stewardship, quality, and compliance with Texas Senate Bill 475 (SB 475) requirements. The DMO will serve as a strategic leader in managing institutional data assets, driving data maturity assessment activities, and implementing data management policies aligned with TAMUS data governance frameworks. The position requires deep technical knowledge of data architecture, metadata management, data lifecycle processes, analytics platforms, and best practices in higher education data governance.

The salary is determined in accordance with the University’s compensation structure and will be commensurate with the candidates’ education and experience, within the assigned salary range for this position. 

Responsibilities:

Data Governance & Policy

  • Lead development, implementation, and continuous improvement of enterprise data governance policies, standards, and procedures in alignment with SB 475 and TAMUS expectations.
  • Serve as subject-matter expert for data governance bodies (e.g., Data Governance Council, Data Stewards committees), providing guidance on policy interpretation and data stewardship responsibilities.
  • Coordinate with functional leaders, IT, and institutional research teams to ensure consistent application of data definitions, taxonomies, and standards across academic and administrative domains.

Data Management & Compliance

  • Oversee institutional data inventory development and maintenance, ensuring accurate documentation of data sources, data owners, business rules, and data usage.
  • Drive compliance with SB 475 requirements, including maturity assessment preparation, reporting, and gap remediation planning.
  • Ensure privacy, security, and regulatory compliance related to institutional data, working in collaboration with Information Security, Records Management, and Legal offices.

Data Maturity Assessment

  • Plan, coordinate, and conduct enterprise data maturity assessments using recognized best-practice frameworks (e.g., DCAM, DAMA DMBOK, Gartner, EDM Council).
  • Analyze maturity assessment results and prepare actionable findings, recommendations, and executive briefings to support institutional decision-making and strategic planning.
  • Lead cross-functional teams through assessment activities, data collection, gap analysis, and prioritization of improvement initiatives.

Data Architecture & Technology

  • Provide technical leadership for data integration, data architecture design, metadata management, and master data management (MDM) solutions.
  • Collaborate with IT leadership on data platforms, data warehouses, analytics environments, data quality tools, and APIs to ensure scalable and reliable data infrastructure.
  • Evaluate and recommend tools and technologies that support enterprise data governance, data cataloging, lineage, profiling, and quality monitoring.

Data Quality & Stewardship

  • Establish quantitative data quality metrics, dashboards, and monitoring processes to proactively detect and resolve data quality issues.
  • Empower data stewards across colleges, divisions, and administrative units to own and maintain data quality standards.
  • Facilitate training and awareness programs on best practices in data quality, stewardship roles, and data governance responsibilities.

Reporting & Analytics Support

  • Support institutional reporting initiatives by ensuring underlying data is well defined, governed, and fit for purpose.
  • Collaborate with Institutional Research, Business Intelligence, and Analytics teams to align analytic efforts with governance standards and enterprise data strategy.
  • Provide executive reporting and insights on data governance progress, data maturity status, and emerging risks or opportunities.
  • Performs other duties as assigned.

Required Education and Experience:

  • Bachelor’s degree in applicable field.
  • Ten years of of progressive experience in data management, data governance, enterprise data architecture, or related roles in large organizations, preferably in higher education.
  • Demonstrated experience leading enterprise data governance initiatives and data maturity assessment efforts.
  • Experience working with senior leaders, data stewards, and cross-functional operational teams to implement data policies and technologies.

Required Knowledge, Skills and Abilities:

  • Knowledge of word processing, spreadsheet, and database applications.
  • Strong understanding of data governance frameworks (e.g., DAMA DMBOK, DCAM), enterprise data architecture principles, metadata management, master data management, and data lifecycle strategies.
  • Proficiency with data cataloging and data quality tools (e.g., Collibra, Informatica Axon, Alation, Talend, Ataccama).
  • Experience with data warehousing, business intelligence (BI) tools, and analytics platforms (e.g., Oracle/SQL Server, AWS/Azure data services, Tableau, Power BI).
  • Strong understanding of data privacy, security, and compliance standards (e.g., FERPA, HIPAA, GDPR principles, and ITS TAMUS security frameworks).
  • Familiarity with data modeling, data lineage, and data integration methodologies.
  • Excellent leadership, facilitation, collaboration, and interpersonal skills, with the ability to influence and communicate effectively with technical and non-technical audiences.
  • Strong written and verbal communication skills, including the ability to prepare reports and presentations for executive leadership.
  • Proven ability to manage multiple priorities, programs, and deliverables in a complex, decentralized institutional environment.

Preferred Qualifications:

  • Certifications in data management/governance (e.g., CDMP, DGSP, DAMA certifications).
  • Experience with data maturity assessment tools/methods specific to public sector or higher education.
  • Experience within large academic institutions or multi-campus systems.
  • Knowledge of Texas state reporting requirements and compliance landscapes in higher education.
  • Familiarity with Texas SB 475 data compliance requirements.
