About the Position
B&B Solutions US LLC is seeking a skilled and detail-oriented Facilities Program Analyst to support the Naval Construction Group ONE (NCG1) at Port Hueneme, CA. In this role, you’ll provide critical administrative and technical support for the readiness, maintenance, and development of Navy facilities that keep the Pacific Naval Construction Forces mission ready.
 This is a unique opportunity to work on-site with a high-impact defense customer, interfacing with military, government, and engineering stakeholders while helping manage a diverse portfolio of facilities across Southern California.
Location: Port Hueneme, CA
Key Responsibilities:Â
- Provide administrative coordination and technical assistance for facilities-related activities, project execution, and maintenance programs supporting NCG1 and its subordinate units.
- Analyze current and future facility requirements and develop comprehensive Facility Requirements Studies for government review.
- Track and help manage facility resource funding allocations and command assessments, drafting reports for government approval.
- Offer technical and administrative support to execute the 2-year Minor/Major Maintenance Action Plan and draft planning inputs for the 10-year master plan (including DD Form 1391 documentation).
- Serve as an administrative liaison, facilitating communications with NAVFAC, US Army Corps of Engineers, and other engineering support commands.
- Draft, review, and maintain required documentation for project development and management, ensuring milestone tracking from inception through completion.
- Maintain up-to-date records (both electronic and physical) on facilities, including drawings, maps, charts, and deficiency logs.
- Receive and analyze project requests for space/facility improvements, consult with requestors, and provide technical recommendations for government determination.
- Prepare draft activity submissions and facilitate the electronic transmission of validated requirements to NAVFAC planners.
- Compile supporting documentation for new facilities, including justifications, cost estimates, and environmental assessments.
- Support NECC Inspector General assessments and provide technical guidance to subordinate facility managers.
- Reduce and maintain facilities trouble ticket backlog by 10% each quarter or meet ticket resolution SLAs as applicable.
- Calculate facility operating costs and develop draft budget inputs for government logistics officers.
- Monitor and recommend updates to Inter-service Support Agreements (ISSAs).
- Consolidate and track NCG1’s Integrated Priority List (IPL) and support NECCPAC requirements.
- Analyze Annual Inspection Summary (AIS) data to draft inputs for annual SRM budget planning.
Requirements:
- Bachelor’s degree in Facilities Management, Engineering, Business Administration, or related field (or equivalent experience).
- Demonstrated technical knowledge of Navy Facilities Maintenance Plans, Basic Facility Requirements (BFRs), and DD Form 1391 documentation.
- Proficiency with Maximo or related facilities management systems.
- Experience with warehouse and inventory management practices.
- Strong administrative, analytical, and organizational skills; proficiency in Microsoft Office suite.
- Excellent oral and written communication skills, including the ability to prepare formal documents and reports in Navy correspondence formats.
- Ability to learn new systems, exercise critical thinking, and provide training to others.
- Must pass required annual training, including Information Assurance, Anti-terrorism, Suicide Prevention, OPSEC, and PII.
 Preferred Qualifications:
- Familiarity with NAVFAC Asset Management, Facilities Maintenance Division (FMD), and Facilities Engineering Acquisition Division (FEAD) structures.
- Experience supporting military or government facilities programs.
