We are seeking an experienced executive and attorney to join our Executive Leadership Team as Chief Operating Officer & General Counsel (COO/GC). The Opportunity The COO/GC serves as a strategic partner to the Chief Executive Officer and provides executive leadership across organizational operations, legal affairs, enterprise risk, facilities, technology, contracts, procurement, and administrative services. This role is ideal for a seasoned attorney and operational leader who can move effectively between executive strategy and execution—providing practical legal counsel while building the systems, partnerships, and accountability necessary for a strong and sustainable organization. Key Responsibilities Serve as a strategic advisor to the CEO and member of the Executive Leadership Team. Translate organizational strategy into effective operational execution. Serve as Concilio's principal legal advisor and coordinate with outside legal counsel as appropriate. Advise the CEO, executive leadership, and Board of Directors on legal, governance, regulatory, and risk matters. Draft, review, negotiate, and oversee contracts, leases, agreements, and other legal matters. Manage outside counsel, litigation, claims, insurance matters, and organizational legal risk. Partner with Human Resources on employment-related legal matters. Lead enterprise risk management, business continuity, emergency preparedness, and operational compliance. Provide executive oversight of facilities, fleet, physical security, administrative operations, and organizational infrastructure. Oversee information technology strategy, cybersecurity governance, data protection, and managed IT services. Lead contract administration, procurement governance, vendor management, and strategic service relationships. Oversee landlord, tenant, lease, real estate, and organizational occupancy matters. Partner with the CFO on operational budgeting, capital expenditures, procurement controls, cost management, and organizational sustainability. Lead cross-functional initiatives that strengthen efficiency, accountability, and organizational effectiveness. QualificationsQualifications Juris Doctor (JD) from an accredited law school required. Active Pennsylvania law license or ability to obtain Pennsylvania admission strongly preferred. Minimum of 10 years of progressively responsible leadership experience, including significant senior or executive-level responsibility. Demonstrated experience in legal affairs, operations, governance, risk management, contracts, and organizational leadership. Experience working directly with executive leadership and Boards of Directors. Strong business judgment, negotiation skills, financial acumen, and executive presence. Experience within nonprofit, human services, healthcare, government, higher education, or another complex or regulated environment strongly preferred. Work Environment This Philadelphia-based position requires periodic travel between Concilio facilities, partner locations, and community meetings. Evening or occasional weekend availability may be required for Board meetings, organizational initiatives, or urgent operational matters.
