Position Summary The Manager of Training Content is a member of the Practice Models and Client Training Solutions department within the Knowledge and Practice Division and reports to the Director of Practice Models and Client Training Solutions. The Practice Models and Client Training Solutions Department designs evidence informed training frameworks, learning solutions, and tools to improve performance within human services systems. The department partners with clients and subject matter experts to translate research, policy, and practice models into practical, learner centered solutions that strengthen workforce capacity, improve service delivery, and drive measurable outcomes. In this role, the Manager of Training Content leads the design, development, implementation, and continuous improvement of learning solutions that support workforce development, systems change, and practice implementation. The position applies adult learning principles, instructional design methodologies, and performance improvement strategies to create engaging and effective learning experiences for a variety of audiences, with a focus of human services professionals.   The Manager of Training Content collaborates with subject matter experts, clients, and internal teams to translate complex information, policies, and practice models into accessible, learner centered training solutions that drive measurable outcomes and support organizational and contract deliverables. Essential Job Functions Design and develop instructor led, virtual, blended, and self paced learning solutions that align with contract requirements, organizational goals, and adult learning best practices. Conduct learning needs assessments and performance analyses to identify knowledge, skill, and behavior gaps and recommend appropriate learning and performance support solutions. Collaborate with subject matter experts, stakeholders, and project teams to translate complex concepts, policies, and practice requirements into engaging educational content. Develop learning objectives, curricula, facilitator guides, participant materials, assessments, job aids, and digital learning resources. Apply instructional design methodologies and adult learning principles to ensure training solutions are engaging, relevant, accessible, and learner centered. Manage the full instructional design lifecycle, including analysis, design, development, implementation, and evaluation. Review and revise existing training materials to improve quality, consistency, accessibility, and alignment with evidence based practices. Facilitate pilot testing, gather learner feedback, and analyze evaluation data to continuously improve learning products and training outcomes. Collaborate with cross functional teams, including project managers, content specialists, Marketing and other key stakeholders to ensure successful project implementation. Maintain a working knowledge of client practice models, evidence based approaches, and applicable federal and state policies to ensure learning solutions align with program requirements and industry best practices. Monitor emerging trends in instructional design, workforce development, adult learning, and human services to inform innovative learning strategies. Participate in client meetings, planning sessions, and stakeholder engagement activities related to training projects. Supervise, mentor, and provide quality assurance for junior level content developers, offering guidance, feedback, and professional development support to ensure consistent, high quality deliverables. Develop, implement, and maintain standardized content development systems, workflows, templates, and quality assurance processes that promote efficiency, consistency, and scalability across multiple projects, contracts, and learning initiatives. Other duties as assigned QualificationsEducation/Training Bachelor's Degree required. Applicable fields and disciplines include education, instructional design, organizational development, adult education, business, social sciences, public administration, public policy, human services, communications, or related fields. Master's Degree preferred. Professional certifications in instructional design, learning and development, project management, or related disciplines preferred.   Experience Demonstrated direct service experience in case management, including conducting assessments, developing and implementing service plans, and monitoring client progress preferred. At least three years of experience in content development or a related role. At least one year of supervisory experience.  Proven ability to design and deliver engaging training content for human services professionals or other related fields.     Skills, Knowledge, and Abilities Strong knowledge of adult learning principles, instructional design methodologies, and performance improvement strategies. Exceptional writing, editing, facilitation, and communication skills. Ability to translate complex technical, policy, research, and practice information into engaging and accessible learning experiences. Ability to manage multiple priorities and competing deadlines while maintaining high quality deliverables. Skilled in curriculum design, learning evaluation, and continuous quality improvement. Ability to work independently and collaboratively across diverse teams and stakeholder groups. Strong analytical and critical thinking skills with the ability to use data to inform decision making and learning improvements. Hold a strong commitment to the effective delivery of human services initiatives. Proficiency in Microsoft Office, including Excel, Word, PowerPoint, Outlook, and virtual learning technologies. Experience with learning management systems, e learning development tools, and digital collaboration platforms preferred. Demonstrate strong judgment, integrity, adaptability, and creative problem solving skills while effectively supervising staff, providing coaching and performance feedback, fostering professional growth, and promoting a collaborative, high performing team environment. Occasional domestic air travel. Ability to work flexible hours, including evenings and weekends, as needed. Ability to travel to different locations across the state as required.   ESSENTIAL PHYSICAL REQUIREMENTS Sufficient mobility and strength to move about the facility.
