The Tribe does not have a reservation in the classic definition; rather, the Ponca Restoration Act defined its jurisdiction as a â??Service Delivery Areaâ?? comprised of 15 counties throughout parts of Nebraska, Iowa, and South Dakota. Within its Service Delivery Area, the Tribe offers a broad range of health, social, educational, and cultural services.The Child Support Case Manager promotes the goals of the Ponca Tribe of Nebraska Child Support Program (â??PTN CSPâ??) by providing hands-on, personal case management for clients with the goal of increasing consistent, long-term financial support for children. The Case Manager will perform overall case management functions for the PTN CSP, which includes identifying the necessary steps to initiate the establishment of paternity actions and child support orders as well as the enforcement, review and modification of child support orders.Essential Responsibilities and Duties:Maintains a professional environment in the PTN-CSP officeGains excellent knowledge of the federal child support rulesLearn and administers the PTN-CSP Policy & Procedure Manual, applicable, Ponca Tribe of Nebraska laws, and federal and state regulations in order to carry out all case management functionsReviews and processes all applications for Child Support services received by the PTN-CSP in accordance with PTN-CSP Policies and ProceduresResponds courteously to inquiries from other jurisdictions in a timely manner.Responds to current customers or the general public regarding PTN-CSP or current child support cases in accordance with the PTN-CSP Policies and Procedures.Conducts in-office and telephone interviews with custodial and non-custodial parentsPerforms or arranges for Buccal swabs for genetic testing when indicated for paternity establishmentReviews child support cases and takes the next appropriate action on the cases in a timely manner in accordance with PTN-CSP Policies and ProceduresIdentify and utilize all collection actions on cases with the goal of minimizing family conflict by working first with the non-custodial parent to obtain cooperation when possiblePrepares necessary paperwork for: Locate activities, Service of Process, Genetic testing and Paternity actions, Court hearings, Establishment of child support orders, Enforcement of child support orders, including income withholding orders, Modification of child support orders, Recognition of orders from foreign jurisdictions (pursuant to full faith and credit)Prepares Child Support Guideline calculations by referring to the Ponca Tribe of Nebraska Child Support Guidelines and the PTN-CSP Policies and ProceduresInforms the Financial Specialist about new or modified child support ordersAssists the Staff Attorney by preparing files for court and requests current payment history reports, when applicable, from the PTN-CSP Financial SpecialistWorks closely with the Tribal Court Staff to schedule child support court cases on the upcoming court docketAttends child support hearings at the Tribal Court when requested; may be required to appear as a witness for the tribal Staff Attorney or presenting officer in child support casesAttend trainings and meetingsTravel is required, which includes some out-of-state travelEnsures strict adherence to PTN-CSP Confidentiality AgreementsOther duties as assignedRelationships and Authority:This Position has no supervisory authority. Travel within service area and as directed is required.Working Environment and Physical Demands:Physical requirements include carrying/lifting up to 5 pounds, frequently; up to 10 pounds, regularly; and up to 25 pounds, occasionally. Visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to drive an automobile and operate computer keyboard and basic office equipment; subject to carrying, lifting, twisting and reaching to perform essential job functions. Working conditions are primarily in an office environment with occasional travel to other locations.This position is located in a professional office environment. Duties include, but not limited to, home visitation, tribal and county/state court appearances, family team meetings, and representation of PTN Department of Child Support Enforcement with state agencies, service organizations, and community coalitions. Work may require occasional weekend and/or evening work.Qualifications:Minimum:Associates degree in human services or child support related field, or an equivalent combination of experience and education in the child support field.One year of experience working with the Ponca Tribe of Nebraska Indian children or familiesKnowledge of Tribal or District Court systemsMust be qualified to become a Notary in the State of NebraskaMust possess the ability to be bondable/InsurableEfficiently operate office equipment, including a computer workstation, computer software, copy and fax machines, printers and telephonesProficiency of Microsoft Office applicationsMust be able to record information accurately and efficiently, maintain computerized recordsMust be able to provide excellent customer service skills with the general public, including maintaining professionalism, diplomacy and flexibility when dealing with different personalities of clients who call or appear in person at PTN-CSP, stressful situations and potentially hostile people.Maintain confidentiality of sensitive informationDemonstrate strong work ethic and organizational skills with special attention to detailAble and willing to travel, including out of state travel.A valid Driverâ??s License and be insurableSuccessfully pass drug and alcohol testing, motor vehicle, education verification, reference checks and criminal background checks.Preferred:Bachelorâ??s degree in human services or child support related field.One year of experience in case management.One year of experience with state or tribal child support.One year of experience working with Native Americans or Native American organizations.Knowledge and understanding of Public Law 93-638: Indian Self-Determination Act.Preference will be given to Ponca Tribe of Nebraska members or members of a federally recognized tribe.
