JOB DESCRIPTION Under the direction of the IT Director, the Jr System Administrator performs entry-level systems, endpoint, and identity administration tasks, along with helpdesk support and basic networking, in support of the City's IT infrastructure. This is a supervised, developmental position without independent segregation-of-duties or escalation authority, intended as a pathway toward the System Administrator classification. •    Assist with server provisioning, patching, and routine maintenance under supervision •    Perform user account provisioning, modification, and deprovisioning under City access control policy •    Support endpoint management platform administration and imaging •    Assist with Microsoft Intune and Group Policy administration, including policy deployment and troubleshooting under supervision •    Assist with Microsoft 365 administration and basic identity/access tasks •    Execute documented backup verification tasks •    Maintain IT documentation, including runbooks, configuration records, and knowledge-base articles •    Provide helpdesk support and end-user technical assistance •    Provide on-site technical support for City Council meetings •    Monitor network and system logs, flagging abnormal behavior for review by the Systems Administrator or Director •    Apply basic networking knowledge to troubleshoot connectivity and infrastructure issues •    Identify and recommend areas for process improvement •    Escalate issues outside defined scope to the Systems Administrator or DirectorThe IT Jr System Administrator is considered an ESSENTIAL employee and may be required to work during or immediately after a declared or undeclared emergency. •    Other duties as assigned KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge: •    Windows Server, Active Directory, and endpoint management (Intune and Group Policy) fundamentals •    Core networking concepts, including IP addressing, DNS, DHCP, and VLANs •    Microsoft 365 administration and cloud identity basics •    Common security indicators and log patterns associated with abnormal account or network activity •    Public-sector security and records-retention requirements, including CJIS Skills: •    Systematic troubleshooting and problem diagnosis •    Clear technical writing for non-technical audiences •    Providing reliable technical support in live settings, including Council meetings •    Identifying recurring issues and recommending process or documentation improvements •    Instructing end users of varying skill levels Abilities: •    Determine when a task is within scope and when it should be escalated •    Maintain patience and professionalism with non-technical or frustrated end users •    Learn new tools and platforms with minimal formal training •    Work independently on assigned tasks while keeping supervisors informed of progress •    Handle sensitive personnel and security information with discretion •     •    Flexibility to work at various locations throughout the city •    Travel to various locations throughout the city •    Use discretion in decision making •    Remotely assist users on a case-by-case basis •    Install ethernet cable which could include climbing into small spaces, high spaces, and attics REQUIRED: •    Must have a flexible working schedule in addition to Monday through Friday, may include occasional hours on weekends, holidays, or after hours for maintenance or upgrades to the City’s computers or systems. •    Times during the day can vary with some evening work, especially on evenings when the City Council meets so that the individual can operate the recording equipment. Employee is required to work City Council meetings as assigned. •    This position requires on-call responsibilities which require the employee to be reachable during on-call period.  This may vary and subject to change at the IT Director’s discretion. The employee in this position is in constant communication with coworkers, elected officials and the public. The employee must be able to communicate clearly and effectively and exchange accurate information in person and on the phone.  The employee must be able to review documents in paper or electronic form. The employee regularly lifts and/or moves up to 25 pounds and occasionally lifts and/or moves up to 50 pounds. While performing the duties of this job, the employee is regularly required to use hands and fingers to hold or feel, reach with hands and arms. The employee is occasionally required to stand, sit, climb, balance, stoop, and crouch. Specific vision abilities include near distance, far distance, color, peripheral vision, and depth perception. Must be able to utilize a variety of office equipment and a computer.  Must be able to travel to other locations within the city.  QualificationsJOB QUALIFICATIONS MINIMUM QUALIFICATIONS, EXPERIENCE    No prior experience required for applicants qualifying under Education (a), (b), or (c). Applicants qualifying under (d) must have one (1) year of full-time experience in desktop support, help desk, systems administration, or a closely related IT function. Two (2) years of such experience may substitute for the education requirement in its entirety.  MINIMUM QUALIFICATIONS, EDUCATION    High school diploma or equivalent, and one of the following: (a) associate's degree or higher in information technology, computer science, cybersecurity, or a closely related field; (b) completion of at least 24 semester hours of post-secondary coursework in an IT-related program (c) formal military technical training in an information systems specialty; (d) an active industry-recognized IT certification (CompTIA A+, Network+, Security+; Microsoft/Azure; Cisco CCNA; or equivalent). REQUIRED CERTIFICATIONS AND LICENCES     •    Must be able to obtain Level 4 Criminal Justice Information System (CJIS) Security & Awareness Training certification •    Willing to obtain CompTIA A+ within 12 months of employment, if not already held •    Willing to obtain CompTIA Security+ within 24 months of employment •    Willing to obtain additional certifications for position as required by the IT Director SAFETY AND COMPLIANCE CLASSIFICATIONS EMERGENCY RESPONSE PLAN (ERP) CLASSIFICATION    Every City of Milton employee has emergency response responsibilities. Although not every position will require assignments during an emergency event, all employees may be subject to some requirements during or after emergency operations, which may involve irregular work hours, relocation to emergency sites, and duties beyond those specified in the official job description. Emergency assignments may involve physically and operationally challenging conditions with little or no advance notice. This position is classified as ESSENTIAL to emergency operations and is not usually required to remain on site during an emergency but must be prepared to return to work immediately following the emergency.  DRUG TESTING CLASSIFICATION    This position is assigned to a Drug Screening Class under the City’s Drug-Free Workplace Policy. The classification determines whether the position is subject to pre-employment, random, reasonable suspicion, post-accident, or other required testing. Classifications are based on the actual duties of the position, applicable federal and state law, and the level of safety risk associated with the work performed.  This position is classified as CATEGORY IV: Non-Safety, which includes positions whose duties do not meet the statutory criteria for mandatory testing or safety-sensitive positions under Florida Statute 440.102. These roles do not involve duties where impairment would create an immediate physical threat to the employee, coworkers, or the public. Employees in this category are not eligible for random or pre-employment drug testing under Florida law. Testing may only occur when lawful grounds exist, such as reasonable suspicion, post-accident circumstances, or when required by federal or state regulation. Non-safety positions typically include administrative, clerical, financial, IT, planning, HR, communications, and other office-based roles where impairment, while unacceptable, does not rise to the level required for mandatory testing. The full drug-free work place policy will be provided at the time of hire. DRIVER CLASSIFICATION    Positions are assigned a Driver Classification based on whether driving is an essential part of the job and the level of responsibility involved in operating a City vehicle or driving for city-related business. Driver classifications determine the type of license required, the level of training needed, type and frequency of Motor Vehicle Record checks, and the safety and compliance expectations for the position. This position is classified as SECONDARY DRIVER, which includes positions that may occasionally operate a City vehicle or drive on behalf of the City, but for which driving is not a primary or regular essential duty. Employees in this category must maintain a valid driver’s license, comply with the City’s Vehicle Use and Driver Safety Policy, and may be subject to periodic motor vehicle record review when assigned driving responsibilities. Loss of driving privileges may affect the employee’s ability to perform certain duties but does not typically prevent performance of the overall position. Employees in this classification are required to report any driving Impairment, unsafe driving, or loss of driving privileges that may directly impact the employee’s ability to perform the essential duties of the position immediately to their supervisor and Human Resources.
