Purpose and Scope

Plays an integral role in achieving the mission and goals of Memphis-Shelby County Schools by ensuring all certificated employees meet state licensure requirements; supporting recruitment to retain top performers; and ensuring strong partnerships with the teacher education programs and other key partners. This position offers the successful candidate the opportunity to have a profound impact on supporting student achievement by directly impacting teacher recruitment and retention efforts.

 

Essential Job Functions

ESSENTIAL FUNCTIONS: This position description is not intended to be an exhaustive list of all duties, knowledge or abilities associated with this classification, but is intended to accurately reflect the primary job elements.

  • Establishes and implements a plan for assisting teachers and administrators in obtaining and renewing licensure as a strategy for ensuring a large pool of talented, qualified applicants and ongoing compliance with state and federal regulations regarding certification, licensure, and highly qualified status.
  • Identifies and builds a strong partnership with the Tennessee Department of Education staff and local teacher education programs.
  • Oversees the development of a teacher retention and communication plan for all staff who are candidates for license renewal.
  • Develops processes for tracking, reporting, and addressing discrepancies related to licensure, highly qualified status, and licensure renewal for certificated staff.
  • Produces a comprehensive communication plan for all certified employees in order to provide regular updates on state licensure requirements and district resources.
  • Ensures accurate employee compliance data; interprets data and results to inform human resources process decisions that may support recruitment, pipelining, staffing, retention, productivity, and training.
  • Processes and analyzes employee information. Designs, implements and analyzes reports to identify overall trends and recommend process improvements to Human Resources leadership.
  • Works closely with HR Staffing Advisors to ensure constant collaboration and communication to provide and facilitate the prompt and effective resolution of compliance, which addresses issues for employees, managers, and leaders in a manner consistent with policies, practices, and legal considerations.
  • Plans, coordinates and conducts sessions during and after business hours to support prospective and current employees with compliance.
  • Assists the Recruitment team by developing a process to verify hiring eligibility; attends select hiring and recruitment events that may occur outside business hours.
  • Collaborates with the manager and other district staff to develop short- and long-range plans for compliance projects.
  • Directs and assists in the preparation and maintenance of a variety of narrative and statistical reports, records, correspondence, and files related to assigned services, activities, and operations.
  • Identifies opportunities for improving policies and procedures based on analytics and trends.
  • Collaborates with stakeholders at all levels of management on formulating and implementing solutions.
  • Ensures federal and state compliance for all licensed employees and develops process improvements for teacher retention.
  • Analyzes, researches, and compiles data to ensure human capital compliance information is tracked and accurately maintained.
  • Audits company procedures, practices, and documents to identify possible process gaps and discrepancies; assess departmental operations to determine compliance risks.
  • Performs other related duties as assigned or directed.
  • Minimum Qualifications

    Graduation from an accredited college or university with a bachelor’s degree in public administration, Business Administration, Human Resources, or a related field plus an additional four (4) years of progressively responsible experience in the field of Human Resources an equivalent for a total education/experience of eight (8) years. SHRM Certification preferred. (PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED).

     

    Degree Equivalency Formula:

     

    Bachelor’s Degree= 4 years plus required years of experience.

     

    Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included.
