Overview

Reporting to the President of Construction Services, the Vice President of Preconstruction provides executive leadership for BRPH's integrated project development and preconstruction function across all Construction Services markets. This position is accountable for converting qualified opportunities into executable, risk-informed projects by integrating architecture, engineering, estimating, planning, procurement, constructability, and construction strategy from the earliest stages of project development. The role supports the company's growth, profitability, client-service, safety, quality, and integrated-delivery objectives.

Job Responsibilities 

Executive Leadership and Strategy
•    Develop and execute the Construction Services preconstruction and integrated project-development strategy in alignment with the company's strategic plan, market priorities, revenue goals, margin expectations, and integrated architecture, engineering, and construction business model.
•    Lead the enterprise preconstruction organization, including structure, staffing, capacity planning, budgets, performance standards, and resource allocation across pursuits and markets.
•    Advise the President of Construction Services and executive leadership on opportunity selection, project delivery strategy, competitive positioning, BRPH's role in the delivery model, commercial terms, design and construction integration, and preconstruction risk.
•    Establish key performance indicators for pipeline conversion, design-to-budget performance, estimate accuracy, preconstruction cost and schedule performance, client satisfaction, design and construction integration, and operational handoff effectiveness.
•    Promote a culture of accountability, collaboration, disciplined decision-making, continuous improvement, safety, and quality.

Pursuit and Client Leadership
•    Partner with business development, market leaders, architecture and engineering leadership, and operations to qualify opportunities, establish capture strategies, define BRPH's integrated value proposition, and make informed go/no-go recommendations.
•    Provide executive oversight for major proposals, interviews, progressive design-build and design-build pursuits, negotiated work, construction management at risk opportunities, alternative delivery approaches, and competitive bids.
•    Engage clients early to understand business drivers, functional and technical requirements, scope, budget, schedule, risk tolerance, decision criteria, and preferred delivery approach; translate those priorities into a coordinated integrated project-development and preconstruction plan.
•    Lead or support executive-level client presentations and commercial discussions, including project delivery strategy, preconstruction scope and fees, design and construction integration, assumptions, risk allocation, early-work opportunities, and BRPH's value proposition.
•    Build and maintain productive relationships with owners, BRPH architecture and engineering leaders, external design partners, trade partners, suppliers, and other strategic industry partners.

Integrated Design and Project Development
•    Serve as the executive leader responsible for integrating BRPH's architecture, engineering, and construction capabilities during project development and preconstruction so that client requirements, design intent, cost, schedule, procurement, constructability, and execution strategy are developed as a coordinated whole.
•    Lead evaluation of project delivery strategies and recommend the approach that best aligns client objectives, project characteristics, commercial requirements, risk profile, and BRPH's integrated capabilities, including progressive design-build, design-build, CMAR, negotiated, and other alternative delivery approaches.
•    Establish clear design-development and design-maturity expectations for major pricing, procurement, early-work, GMP, and construction commitments, ensuring that assumptions and unresolved design risks are visible and appropriately allocated before BRPH commits.
•    Partner with architecture and engineering leadership to establish design-to-cost, design-to-schedule, constructability, procurement, and phasing requirements early in design and maintain alignment through key design and preconstruction decision gates.
•    Identify opportunities for early trade-partner involvement, early procurement, enabling work, prefabrication, modularization, and phased construction where these strategies improve cost certainty, schedule, quality, safety, or client outcomes.
•    Facilitate resolution of cross-functional issues among design, estimating, planning, procurement, operations, and client teams when scope, technical requirements, budget, schedule, or risk considerations are in conflict.

Estimating and Cost Management
•    Provide executive oversight for estimating leadership in the development of conceptual, schematic, design-development, GMP, negotiated, and hard-bid estimates, ensuring cost information is integrated with design decisions and project-development milestones.
•    Establish estimating governance, review thresholds, cost-modeling standards, bid-leveling practices, estimate narratives, and executive approval processes.
•    Ensure estimates clearly define scope, assumptions, exclusions, allowances, contingencies, escalation, alternates, and risk allocations.

Planning, Scheduling, Constructability, and Procurement
•    Provide executive oversight for integrated preconstruction planning and scheduling, including client decision milestones, design-development activities, milestone schedules, CPM logic, permitting, procurement activities, phasing, logistics, early-work packages, and construction sequencing.
•    Ensure constructability reviews are performed collaboratively with architecture, engineering, estimating, planning, procurement, and operations teams and address design coordination, means and methods, site constraints, temporary conditions, commissioning, quality-control requirements, and project closeout considerations.
•    Guide trade-partner and supplier engagement early enough to inform design, cost, schedule, bid-package strategy, subcontractor outreach, bid coverage, long-lead analysis, prefabrication opportunities, and early procurement recommendations.
•    Establish and lead a disciplined design-to-budget process with architecture and engineering leadership that defines cost and schedule targets, design maturity expectations, decision milestones, constructability input, and escalation protocols for resolving scope, cost, schedule, procurement, and technical conflicts.
Risk, Commercial, and Operational Governance
•    Lead preconstruction risk identification and mitigation for scope gaps, design maturity, interdisciplinary coordination, market volatility, schedule constraints, procurement, site conditions, contract requirements, client decisions, and execution strategy.
•    Collaborate with operations, finance, legal, insurance, safety, quality, and risk management to evaluate commercial exposure and establish appropriate controls before commitment.
•    Ensure pursuits and preconstruction deliverables comply with company policies, delegated authority, client requirements, and applicable federal or secure-site procedures when relevant.
•    Establish a disciplined turnover process that transfers the integrated project strategy, design assumptions and maturity, estimate basis, buyout strategy, schedule assumptions, procurement commitments, risks, client expectations, and key design decisions to the project execution team.
•    Review post-award cost, schedule, procurement, and design-performance outcomes with operations and architecture and engineering leadership; identify variances from the preconstruction plan and incorporate lessons learned into future pursuits and integrated delivery practices.
Organizational Capability and Continuous Improvement
•    Recruit, develop, coach, and retain preconstruction leaders and professionals; establish career paths and succession plans.
•    Standardize integrated project-development and preconstruction processes, templates, quality-control reviews, design-to-budget practices, decision gates, design maturity expectations, and documentation across markets.

Qualifications

•    Bachelor’s degree in construction management, engineering, architecture, or a related discipline is required. 
•    Minimum of 20 years of progressive construction preconstruction, estimating, project management, or related experience, including at least seven years leading teams and major pursuits.
•    Demonstrated success leading preconstruction and integrated project development for large, complex, and high-value projects using progressive design-build, design-build, construction management at risk, negotiated, and competitive delivery methods.
•    Experience supporting aerospace, federal, government-contractor, manufacturing, industrial, or other technically complex markets is preferred.
•    Professional certification such as DBIA, Certified Professional Estimator (CPE), Certified Cost Professional (CCP), LEED accreditation, or an equivalent credential is preferred

OTHER SKILLS and ABILITIES:
Must be proficient in Word, Excel and Outlook (current BRPH version), with some knowledge in PowerPoint and Adobe. Must have good human relations skills, including the ability to effectively direct and relate to other people positively. Excellent verbal and written communication skills required

Physical Requirements

•    The work is semi-sedentary and requires the ability to lift up to 20 pounds.

•    Ability to navigate and move around construction sites, which may involve walking, climbing, and standing for extended periods on uneven surfaces.

•    Ability to stand and sit for periods longer than 30 minutes but not to exceed two hours consecutively.
•    Ability to maintain a high level of concentration and sound judgment when encountering stressful situations or short deadlines.
•    Ability to print and draw letters, numbers, words, characters, and symbols that are legible and understood by others.
•    Ability to learn complex tasks and remember how to complete tasks without assistance once trained.
•    Ability to comply with site-specific safety requirements and use required personal protective equipment when visiting active construction sites.
