Position Description
Catholic Charities Diocese of Arlington (CCDA), Education and Workforce Development (EWD) Ministry offers English as a Second Language, citizenship and workforce training classes for adults at a low cost. The Program Director of EWD works cooperatively with the mission, vision, and core values of CCDA in the provision of services to individuals within the Diocese of Arlington. The Program Director is responsible for development and administration of the program, including general management, community engagement, and quality assurance.

Position Responsibilities
- Responsible for the day-to-day operation of EWD programs and quality assurance.
- Manage grants and contracts, ensuring compliance with grant/contract requirements and EWD deliverables; work with Agency Grant Writer to complete grant applications and provide reporting in a timely manner.
- In alignment with Agency standards, responsible for developing, articulating, and setting EWD policies and procedures.
- Responsible for client intake processes and ensuring highest-quality client service, including ongoing quality improvement for each of these processes.
- Manages budgets; meets budget targets and sets the fee structure of services.
- Manages appropriate staff workloads and conducts ongoing management of staff performance and personnel evaluations.
- In alignment with Agency standards, prepares reports and collects demographics.
- Ensures professional development of staff and maintains own and staff’s competence in the field.
- Provides education and outreach in the community, collaborates with partner agencies, and represents the ministry at community meetings.
- Collaborates with other Ministry directors to ensure complementary services delivered across ministries.

Other Duties:
- Where necessary, receives and responds to grievances regarding EWD’s services.
- Responsible for networking within and outside of the Arlington Diocese.
- Assists in the development and expansion of CCDA and the Education and Workforce Development program.
- Other job-related duties as assigned.
Â
Education and Experience:
- Bachelor’s degree required and relevant work experience.
- A master’s degree—in international affairs, non-profit management, business, or any related field preferred.
- Grant writing and fundraising experience preferred.
- 1+ years supervising experience required.
- 5+ years of experience required, nonprofit management preferred.

Qualifications and Skills:
- Ability to integrate the agency’s Catholic Identity and strategic goals while meeting the needs of the immigrant community.
- Demonstrate multicultural awareness and sensitivity.
- Possess strong interpersonal and communication skills and the ability to work effectively, both independently and with a wide-range of constituencies in a diverse community.
- Ability to learn new tasks and procedures, comply with processes, complete tasks independently, make timely decisions in the context of a workflow.
- Ability to prioritize need and knowledge of other similar non-profit agencies’ missions and services to reduce duplication and assist in clarity of focus.
- Ability to develop and manage productive relationships with internal staff and external clients to gain support for and commitment to initiatives.
- Proven ability to collaborate with all relevant stakeholders.
- Fluent in Microsoft Office (Word, Excel, OneNote, PowerPoint, Outlook), Adobe, and data management experience.
- Flexible to work irregular hours.
