Are you skilled at coordinating multiple priorities, developing proposal pricing, and ensuring proposal packages are accurate, complete, and delivered on schedule?

 

If so, we are seeking a Proposal & Pricing Analyst to lead the coordination, pricing, and packaging of Force Projection Sector (FPS) proposals. In this role, you will serve as the central point of contact for proposal development, working closely with Program Managers (PM), technical teams, Contracts, and cognizant Financial Managers (FM) to develop compliant, and high-quality proposal submissions that support the Sector's strategic objectives.

 

As a Proposal & Pricing Analyst, you will…

  • Lead the end-to-end coordination, pricing, and packaging of FPS proposals from opportunity identification through proposal submission.
  • Serve as the central point of contact for proposal development, ensuring technical, financial, contractual, and administrative inputs are integrated into a compliant proposal package.
  • Collaborate with PMs, technical staff, Program Operations Managers (POM) and cognizant FMs to develop proposal schedules, gather required inputs, and ensure timely completion of proposal deliverables.
  • Evaluate solicitations/RFPs, Statements of Work (SOW), pricing instructions.
  • Ensure all cost volumes align to current Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR).
  • Partner with cognizant PMs, APL Chief Estimator, Contracts, Procurement, and FMs to develop proposal cost estimates, pricing strategies, and financial documentation while ensuring compliance with APL policies, sponsor requirements and DCAA/DCMA regulations.
  • Ensure pricing packages are complete and accurate, and facilitate required approvals via APL processes prior to proposal submission.
  • Monitor proposal schedules, identify risks to execution, and proactively resolve issues to ensure milestones and submission deadlines are achieved.
  • Coordinate, communicate, maintain, and enhance standardized proposal processes, templates, and best practices that improve efficiency, consistency, and proposal quality across the Sector.
  • Analyze proposal data and metrics to identify trends and recommend process improvements that enhance proposal execution and organizational effectiveness.
  • Build strong collaborative relationships across the Sector and APL Enterprise organizations to facilitate communication and ensure proposal team remains aligned throughout the proposal lifecycle.
  • Support Sector and Mission Area initiatives by coordinating multiple concurrent proposals in a fast-paced, deadline-driven environment.

Qualifications

You meet our minimum qualifications for the job if you…

 

  • Possess a Bachelor's degree in Business, Finance, Accounting, Management, or another related field.
  • Have 4+ years of relevant experience in defense contracting environment, with specific experience in proposal development, proposal pricing, program financial management, or a related business function.
  • Functional expertise of various contract and appropriation types.
  • Have experience coordinating federal research and development proposals, including Department of Defense proposals.
  • Have demonstrated experience coordinating complex proposals or cross-functional projects involving multiple stakeholders.
  • Have demonstrated success in cultivating collaborative relationships within and across organizational boundaries.
  • Hold an active Secret security clearance and can ultimately obtain a Top Secret level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.
  • Possess strong organizational and time management skills with exceptional attention to detail and the ability to successfully manage multiple competing priorities in a fast-paced, deadline-driven environment.
  • Have outstanding written and verbal communication skills, including the ability to synthesize information from diverse contributors into a cohesive final product.
  • Have demonstrated analytical and problem-solving skills with the ability to independently analyze, summarize, and make recommendations on processes, procedures, and business activities.
  • Have a proven ability to be a self-starter with a high level of initiative and exercise sound judgment.
  • Are proficient in Microsoft Office applications, particularly Excel, Word, and PowerPoint, and have experience working with business and financial systems.

 

You'll go above and beyond our minimum qualifications if you…

  • Have a Master's degree in Business, Finance or a related field.
  • Have knowledge of APL proposal development processes, business systems, and financial management practices.
  • Have experience implementing business process improvements or developing standardized proposal workflows.
  • Have experience developing proposal pricing strategies or coordinating complex pricing efforts.
  • Hold an active Top Secret security clearance.

The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance.
