POSITION TITLE: Infrastructure and Database Team Lead 

Supervised by: IT Operations Manager 

Supervises: Database Team members, Infrastructure Team members, Solution Analyst(s)

FLSA Status: Exempt / Full-Time

POSITION SUMMARY. MediQuant helps more than 250 health systems and hospital networks retire, secure, and modernize their legacy healthcare data. As Infrastructure & Database Team Lead, you’ll own the infrastructure, systems, and standards that make it possible.

The Infrastructure & Database Team Lead owns the availability, reliability, security, and performance of MediQuant infrastructure, cloud, and database environments — both the systems that run MediQuant business and the platforms that power services for its healthcare clients. This role leads a combined technical team, sets standards across both domains, and partners closely with the IT Operations Manager on roadmap, budget, and compliance priorities. 

JOB DUTIES and ESSENTIAL FUNCTIONS. A qualified individual must be able to perform these essential functions of the job as listed, with or without accommodation.

  1. Infrastructure, Cloud & Database Operations
    1. Owns day-to-day operations, performance monitoring, and configuration of MediQuant’s infrastructure, cloud, and database environments — both internal and client-facing.
    2. Owns the Business Continuity and Disaster Recovery (BCDR) process, documentation, and testing across infrastructure and database systems.
    3. Leads incident, problem, and change management for escalated infrastructure and database issues through to resolution; documents root cause and resolution in knowledge base articles.
    4. Develops and maintains the infrastructure and database services roadmap in partnership with the IT Operations Manager.
    5. Monitors service levels and communicates proactively with internal stakeholders and clients on status, risk, and incidents, operating within the SLAs/OLAs negotiated by the IT Operations Manager.
    6. Ensures the team maintains on-call/escalation coverage, escalating unresolved gaps to the IT Operations Manager.
  2. Compliance & Data Security
    1. Owns execution of HIPAA and HITRUST CSF compliance controls for infrastructure and database systems, including evidence collection supporting MediQuant’s HITRUST r2 certification. The IT Operations Manager holds operational compliance accountability; the Information Security Manager holds final compliance program ownership and audit sign-off. 
    2. Ensures data integrity, access controls, and secure handling of Confidential Data and PHI across all systems under this role’s oversight.
    3. Partners with Security/Compliance leadership on audit readiness, risk assessments, and remediation tracking.
  3. Project & Portfolio Governance
    1. Scopes, sequences, and manages a portfolio of infrastructure and database projects: resourcing, milestone tracking, cost/benefit analysis, and risk management.
    2. Assembles project teams, assigns responsibilities, and coordinates with the PMO/project management function on schedule and dependencies.
    3. Independently verifies the actual state of systems, projects, and initiatives owned by this role, rather than relying solely on team- or vendor-reported status.
    4. Proactively escalates risk, slippage, or emerging issues to the IT Operations Manager in advance of impact, with a recommended course of action.
    5. Prepare status reports for upper management.
  4. Vendor & Budget Management
    1. Leads technical evaluation of infrastructure and database vendors and tooling (e.g., cloud provider technical support, database platform vendors) and recommends vendor selection and RFP/NDA/MSA terms on the technical side; the IT Operations Manager approves contractor and tooling spend within budget.
    2. Provides budget input (actual-vs-planned technology spend for infrastructure and database systems) to the IT Operations Manager, who consolidates it into budget requests to the Director, IT.
    3. Monitors Azure resource utilization and spend, recommending rightsizing or reserved-capacity opportunities to control cloud cost.
  5. Team Leadership & Performance Management
    1. Builds 30-60-90-day onboarding plans and conducts onboarding one-on-ones for new hires; provides input for their early (90-day) performance review.
    2. Holds regular one-on-ones and conducts performance reviews at agreed intervals (90-day, semi-annual, annual) against competency standards set by Technology Leadership; the IT Operations Manager holds final accountability for ratings, salary discussions, and issuance.
    3. Builds a day-to-day learning environment; identifies and nominates staff for training, coursework, and certifications. The IT Operations Manager approves and funds training and certification investment.
    4. Manages timekeeping and leave administration for direct reports, including approval of timecards, PTO, and schedule adjustments to maintain operational coverage and payroll accuracy.
    5. Interviews and evaluates candidates and recommends hire/no-hire decisions, partnering with Human Resources throughout; the IT Operations Manager holds final hiring sign-off.
    6. Recommends performance ratings and Performance Improvement Plans (PIPs) to the IT Operations Manager for sign-off, and implements approved PIPs and other approved personnel actions. 
  6. Team Resourcing & Succession
    1. Owns daily task, shift, and queue allocation to meet coverage and delivery commitments for the team.
    2. Identifies and closes cross-training and skill-gap coverage needs within the team.
    3. Translates IT Operations Manager-set team goals into day-to-day priorities and assignments.
    4. Provides input on intra-team staffing and FTE allocation; the IT Operations Manager owns final allocation decisions.
    5. Recommends succession candidates and escalates staffing or resourcing risk to the IT Operations Manager.
  7. Documentation & Knowledge Management
    1. Ensures documentation and knowledge articles for infrastructure and database processes, releases, and recurring incidents are created and maintained, feeding into the IT Operations Manager’s broader IT documentation and leadership reporting.
    2. Leads the team in developing training materials and onboarding documentation for automated deployment and support processes.

Required Education and Experience:

  • Bachelor’s degree in Computer Science, Information Technology, or a related field; equivalent work experience will be considered in lieu of degree.
  • 3+ years of progressive infrastructure/cloud experience with Microsoft technologies (Azure, Windows Server, Microsoft 365), or 3+ years of hands-on SQL Server database administration experience — with working fluency in the other domain.
  • 1+ years of experience mentoring, informally leading, or coordinating technical staff or project delivery.
  • Experience owning BCDR, incident management, or change management in a regulated environment.
  • Hands-on administration experience in Azure infrastructure, Windows Server, and Microsoft 365 (identity, endpoint management, Exchange Online) and/or SQL Server database administration (backup/recovery, performance tuning, high-availability configuration).


Additional Eligibility Qualifications:

  • Microsoft certifications such as Azure Administrator Associate, Azure Database Administrator Associate, Windows Server Hybrid Administrator Associate, or Microsoft 365 Certified: Administrator Expert.
  • Experience supporting healthcare or other highly regulated clients.

Work Environment. Employees may work from our corporate headquarters or work from home. Employees may at times be required to travel to headquarters for meetings or company events. Remote workers will be provided with a company laptop and are responsible for maintaining access to high-speed internet.

Physical Demands. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to sit for long periods of time, stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee is occasionally required to climb or balance; and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Position Type and Expected Hours of Work. This is a full-time position, and the hours of work and days are typically Monday through Friday, 8:30 a.m. to 5 p.m. Some flexibility in hours is allowed, but the employee must be available during the “core” work hours of 9:00 a.m. to 3:30 p.m. Occasional evening and weekend work may be required as job duties demand.

Travel. Incumbent may occasionally experience some out-of-the-area and overnight travel.

Work Authorization. In compliance with Federal employment laws, MediQuant will verify the identity and employment authorization of each person hired. MediQuant participates in the Federal E-Verify program.

Security Clearance. Must be able to pass all security clearances mandated by various government contracts as well as client hospital/healthcare security requirements. Any employee working on government projects will be required to successfully pass a government background check and receive a Common Access Card (CAC). Additionally, the applicant must be a U.S. citizen and will be subject to a Public Trust security background investigation and must meet requirements to obtain a Department of Defense (DOD) network account.
