The Position:

The HR Manager leads daily human resources operations, shapes talent management strategies, and ensures strict compliance with federal contracting laws. The ideal candidate will manage full-cycle human resources processes, including onboarding, performance evaluation, benefit plans, and employee relations. This role requires a strong understanding of defense contract labor structures and HR information systems.

Responsibilities:

HR Strategy & Team Leadership

  • Align HR programs with defense sector business requirements.
  • Guide leadership on complex employee relations resolutions.
  • Oversee corporate performance management lifecycle evaluations yearly.
  • Deliver data-driven human capital reporting metrics.

Compliance & Regulatory Oversight

  • Maintain absolute compliance with Service Contract Act regulations.
  • Ensure operations align with FAR and DFARS standards.
  • Manage affirmative action plan goals alongside EEO reporting.
  • Audit personnel files to meet strict DoD clearance mandates.

Employee Lifecycle & Talent Management

  • Optimize ADP-centric onboarding workflows for defense contractors.
  • Design professional development programs for engineering teams.
  • Coordinate clear offboarding procedures and exit interview collection.

Benefits & Compensation Administration

  • Manage comprehensive medical, dental, and vision benefit plans.

  • Coordinate workers' compensation claims directly with insurers.
  • Manage payroll to review labor category updates.

Qualifications:

  • Bachelor's Degree in Human Resources, Business Administration, or a related field.
  • 5+ years of progressive Human Resources management experience.
  • 3+ years supporting DoD, defense aerospace, or federal contractors.
  • Extensive functional knowledge of ADP systems and Deltek platforms.
  • Deep structural understanding of SCA, EEO, FLSA, and FAR guidelines.
  • Proven ability to maintain confidentiality regarding cleared personnel.
  • Excellent written communication skills suited for corporate leadership.
  • U.S. Citizenship is required to meet government clearance mandates.

Preferred Qualifications:

  • SHRM-CP, SHRM-SCP, or SPHR professional certification.
  • Active Secret or TS/SCI security clearance status.
  • Experience supporting programs governed by AS9100 quality frameworks.
