Overview

GDC IT Solutions is currently seeking a Business Analyst to work primarily remotely in support of the Pennsylvania Department of Health (DOH) Solutions Management team, with one on-site visit per month on the second Monday of the month. This position will focus on reverse-engineering and documenting requirements for nine high-priority legacy applications, developing comprehensive test cases and traceability matrices, and supporting WCAG 2.2 accessibility analysis while leveraging AI tools to accelerate requirements and testing activities.

As a Business Analyst you will be responsible for reverse-engineering legacy applications and translating existing business processes, functionality, data flows, and edge cases into comprehensive requirements documentation. You will develop requirements-based test cases, support functional, regression, security, and accessibility testing, maintain traceability between requirements and remediation activities, and collaborate with DOH Solutions Management GRQ Teams, DOH Bureaus, developers, and leadership. The ideal candidate will be highly analytical and organized, with the ability to leverage AI tools effectively while validating AI-generated content for accuracy and alignment with business needs.


Responsibilities

  • Reverse-engineer and document business, functional, and technical requirements for legacy applications, including user stories, processes, data flows, and edge-case scenarios.
  • Develop comprehensive requirements-based test cases covering functional, regression, security, and accessibility testing.
  • Facilitate WCAG 2.2 accessibility gap analysis and validate application fixes against documented business requirements and real-world business needs.
  • Execute application testing activities, validate results, document defects, and assist development teams with remediation efforts.
  • Create and maintain traceability matrices linking requirements and business processes to test cases, scan findings, defects, and remediation activities.
  • Coordinate activities across multiple workstreams while managing project risks, issues, priorities, and deliverables.
  • Collaborate with DOH Solutions Management GRQ Teams, DOH Bureaus, developers, program stakeholders, and leadership to establish reusable requirements and testing documentation.
  • Leverage AI-assisted code analysis and other AI tools to accelerate requirements documentation, process mapping, and test case generation.
  • Validate AI-generated requirements, process documentation, and test cases for accuracy, completeness, and alignment with business needs.
  • Manage multiple applications, stakeholders, and deliverables across complex initiatives while adapting to shifting priorities.
  • Provide required weekly status reporting and maintain accurate project documentation and artifacts.

Minimum Qualifications

  • Minimum 2 years of experience as a Business Analyst developing business requirements and test cases, or a four-year college degree or equivalent technical study.
  • Experience reverse-engineering legacy applications and documenting business, functional, and technical requirements.
  • Experience developing user stories, process flows, data flow diagrams, and edge-case scenarios.
  • Experience creating requirements-based test cases and supporting functional, regression, security, and accessibility testing.
  • Ability to execute test cases, validate results, document defects, and assist with application remediation.
  • Experience creating and maintaining traceability matrices linking requirements to test cases, findings, defects, and remediation work.
  • Strong analytical and critical-thinking skills with the ability to identify requirements gaps, ambiguities, dependencies, and potential risks.
  • Excellent communication and facilitation skills with the ability to work effectively with technical and business stakeholders.
  • Strong organizational skills with the ability to coordinate multiple applications, stakeholders, workstreams, and deliverables.
  • Proficiency with Azure DevOps for work item management, requirements tracking, and test case documentation.
  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Visio.
  • Ability to adapt to shifting priorities and manage competing deadlines.
  • Experience leveraging AI tools or AI-assisted code analysis for requirements documentation, process analysis, and test case generation.
  • Experience validating AI-generated content for accuracy, completeness, and alignment with business requirements.
  • Experience performing or supporting WCAG 2.2 accessibility gap analysis and accessibility validation.
  • Experience using SharePoint for document management, collaboration, and storage of project artifacts.
  • Experience working with legacy application modernization, remediation, or transformation initiatives.
  • Experience supporting complex initiatives involving multiple business units, technical teams, and application workstreams.
