The Continuous Quality Improvement (CQI) Coordinator is a mid‑level management position with Adams County Probation Services.  The CQI Coordinator is responsible for leading the department’s quality assurance, evidence‑based practice (EBP) fidelity monitoring, and continuous improvement initiatives across both the juvenile and adult services. The Coordinator ensures that probation operations comply with JCJC, PCCD, PBPP, JJSES, BARJ, and departmental standards while advancing the use of validated, research‑supported practices.

The CQI Coordinator develops and maintains quality assurance systems, conducts audits of case files and operational procedures, analyzes performance data, and prepares reports for departmental leadership and oversight agencies. The position also provides the training and support for EBP skill development, and collaborates with the Chief, Deputy Chiefs, Directors, and the Training Coordinator to strengthen outcomes and promote consistency across the department.

Education, Experience and Training Requirements:

  • Verification of Bachelor’s Degree from an accredited college or university is required, with knowledge of modern principles of criminology; degree in Criminal Justice, Criminology, Social Work, Sociology, Psychology, or related field is preferred.
  • A minimum of three years’ experience in probation services and working knowledge of courts, corrections, and/or law enforcement, as well as county, state, and federal government, and the ability to understand the interrelationship of these various levels of government.
  • After hire, obtaining/maintaining certification in Protective Safety Systems and Firearms certification is required.
  • After hire, annual completion of 40 hours of training per PCCD and/or JCJC requirements.
  • Experience with evidence‑based practices and quality assurance systems strongly preferred.
  • Valid Pennsylvania driver’s license.
  • Ongoing training in compliance standards, quality assurance systems, and EBPs, including certification in validated tools and participation in train‑the‑trainer programs.
  • Strong knowledge of evidence‑based probation practices, including MI, cognitive‑behavioral interventions, case planning, and validated risk/needs assessment tools.
  • Knowledge of JCJC, PCCD, PBPP, JJSES, BARJ, and departmental compliance standards.
