Job Description:

General Dynamics Information Technology (GDIT) is seeking a Functional Project Manager to support a critical contract with the Food and Drug Administration (FDA). This role offers a unique opportunity to lead a cross-functional team, ensure consistent standards and practices, and work collaboratively with clients and stakeholders to deliver impactful customer-facing solutions.

As the Functional Project Manager, you will be responsible for setting program directions for a cross-functional team and building strong relationships with clients and stakeholders. You will act as the primary point of contact for requirements gathering, project alignment, and ensuring team productivity.

This position requires 3 days in the office.

Key Responsibilities

  • Lead cross-functional project teams:
    • Establish and enforce consistent standards, best practices, and operational guidelines for implementation activities.
    • Review and refine deliverables created by the team to ensure quality, accuracy, and alignment with client and organizational goals.
    • Manage and oversee the performance, workload, and development of a cross-functional team to ensure consistent and high-quality output across all projects.
  • Client Engagement & Collaboration:
    • Build and maintain strong relationships with clients, stakeholders, and senior leadership.
    • Facilitate regular project updates, insights, and recommendations to enhance outcomes.
    • Represent the project team in client meetings and key stakeholder discussions.
  • Agile Project Leadership:
    • Guide agile teams through backlog management, sprint planning, and user story development.
    • Collaborate with Product Owners, technical leads, and development teams to ensure requirements are met.
    • Drive improvements in agile processes, ensuring consistent engagement and delivery.
  • Team & Workload Management:
    • Assign and monitor workloads, balancing project demands with team capacity.
    • Troubleshoot and resolve challenges during project phases.
  • Operational Oversight & Improvement:
    • Evaluate and improve project workflows, tools, and methodologies for efficiency and scalability.
    • Proactively resolve ambiguities or conflicts in requirements to drive successful execution.

Requirements

  • Bachelor’s degree and 8+ years of business analysis experience in the IT industry, with recent experience overseeing cross-functional teams.
  • 6+ years of experience supporting Federal Government agencies or projects.
  • FDA experience required
  • Proven experience managing cross-functional teams.
  • Experience with creating and communicating consistent standards and best practices for project management.
  • Experience with effective engagement and communication with senior stakeholders and clients.
  • Strong understanding of Agile development methodologies (SCRUM), including backlog management, sprint planning, and user story development.
  • Proficiency in tools such as JIRAConfluence, or other project management platforms.
  • Knowledge of UI/UX workflows, including wireframes and process flows, is a plus.
  • Ability to obtain and maintain a Public Trust with 3 out of the last 5 years residency in the US

Desired Qualifications

  • Professional Agile certification (e.g., Certified ScrumMaster, PMI-ACP).
  • Experience with Commercial off-the-shelf (COTS) platforms such as AppianSalesforce, or Pega.
  • Familiarity with federal regulatory agencies, particularly the FDA, is a significant advantage.

The likely salary range for this position is $131,750 - $178,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
