Job Description:

The SCALE (Scalable Asymmetric Lifecycle Engagement)  Program Manager serves as a critical connector between Purdue University national staff and the regional hub in Minneapolis-Saint Paul. Sponsored by the Department of War (NSWC-Crane), this role focuses on maintaining project schedules and compliance tracking through execution transparency, while minimizing redundancy by utilizing resources like the SCALE Web App, Job Board, and nanoHUB courses. The Program Manager will support ongoing national evaluation and assessment efforts in collaboration with the regional hub and Purdue ELRC.

Key Responsibilities:

  • Two-Way Communication With Regional Hub Pilot: Serve as Project Manager for SCALE's First Ever Regional Hub Pilot. Collaborate with the regional hub to develop integrated project schedules and maintain project risk/issue lists, ensuring transparency within the regional team, national team, and DoW sponsor.
  • Execution Transparency: Maintaining project schedules including measures of time, cost, deliverable compliance vs targets and issues/resolutions list.
  • Utilize Within the Regional Hub: Minimizing overlap / redundancy / inefficiency in regional hub and national content and tools (e.g. SCALE Web App; SCALE Job Board; nanoHUB courses / curriculum; onboarding materials; existing ELRC surveys).
  • Process Documentation & Lessons Learned: Identifying measures of performance for each process and conducting after-action reports to identify process improvements. 
  • Lead Cost/Value Analysis: Identify overall regional hub costs by resource type and path to near-term (1–3 year) cost reduction / co-funding to reduce regional hub annual expenses.
  • Value Analysis: Computing cost per student participant and value per student associated with experiential learning activities within the regional hub.
  • Evaluation & Assessment: Work with the regional hub to ensure full participation in ongoing national eval & assessment efforts and work with Purdue ELRC on implementation of new data collection / survey efforts informing regional activities.

Qualifications and Schedule:

  • Education/Experience: Six or more years of project management experience; familiarity with methodologies like Lean or Six Sigma; proficiency in MS-Project and MS-Office; a BS degree (STEM preferred, MS or PhD is helpful); and the ability to influence without authority, solicit engagement, and build relationships across diverse organizational cultures.
  • Flexibility: Availability to travel to Minneapolis/St Paul every 3 to 6 weeks is required and Purdue University at West Lafayette, IN once per week.
  • Schedule: The standard shift is 8:00 AM to 5:00 PM Eastern, Monday–Friday.
