Requirement: DCSA Policy and Planning Support Analyst (Mid)

Job Description: Forge is seeking a full-time Consultant / Policy and Planning Support Analyst assigned to the Defense Counterintelligence and Security Agency (DCSA) in support of the Acquisition and Technology (AT) Directorate - drafting policy and procedure, maintaining program schedules and work breakdown structures, and supporting AT governance activities. This position is contingent on award of contract and grant of funding.

Key Responsibilities: Key responsibilities of the candidate will be (but aren't limited to):

  • The Policy and Planning Support Analyst shall draft policy and planning products for Government review and approval and shall provide project management support functions consistent with PMBOK and CMMI best practices.
  • Draft policies, procedures, and standards to ensure consistency and alignment with DCSA goals, for Government review and approval.
  • Provide support for communications activities consistent with best practices, notably those specified by the Project Management Institute's PMBOK Guide and CMMI Institute methodologies.
  • Perform project management support functions, including the development and maintenance of work breakdown structures (WBS) and schedules.
  • Assist with the development and monitoring of program and project schedules.
  • Assist with PM support functions such as the estimation and tracking of project costs.
  • Provide portfolio, program, and project assessment reports as requested. Summarize progress and issues of portfolios, programs, and projects during their lifecycles, and assist in aggregating management data for continuing reports and ad hoc requests.
  • Assist in the implementation of change control procedures applied to contract products, such as estimates, schedules, requirements, and technical documents.
  • Assist with AT governance activities such as supporting Program Management Reviews, other reviews, DCSA governance boards, and working groups.
  • Support process management for establishing baselines and monitoring, updating, and continuously refining processes, practices, and templates.
  • Review and evaluate information gathered from multiple sources, reconcile conflicts, and present information so AT leadership can determine courses of action on contracts.
  • Track, monitor, and provide feedback for program and project management functions (act / track / plan).
  • Independently facilitate special projects, working groups, and process and change management projects, as required.

Qualifications/Requirements:

The Candidate must have the ability to think strategically, act tactically, and display strong analytical and critical thinking skills. They must also build strong cross-group working relationships and demonstrate exceptional organizational skills and attention to detail. The Candidate must be able to thrive and succeed in an entrepreneurial environment and not be hindered by ambiguity or competing priorities.

  • Bachelor's degree or higher in business, public administration, management, or a related discipline; OR a minimum of eight (8) years of relevant policy, strategic planning, or operational management experience.
  • Experience conducting organizational assessments, developing procedures, and preparing management documentation.
  • Demonstrated experience drafting policies, procedures, SOPs, or directives for Government review and approval.
  • Experience developing and maintaining work breakdown structures (WBS) and program or project schedules.
  • Working familiarity with PMBOK and/or CMMI methodologies.
  • Proficient knowledge of the Microsoft Office suite and Microsoft Project or an equivalent scheduling tool.
  • Superior time management, organization, and prioritization skills.
  • Competency in working autonomously.
  • Demonstrated competency in technical writing and business strategy.
  • Competency in Lean Six Sigma / SCRUM team leadership and/or DAWIA Program and Procurement Management, and in Project Management and/or Procurement methodologies.
  • Working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS), and other applicable Federal regulations and Department of Defense policies.
  • Ability to read, write, and speak English fluently.
  • US Citizenship. Academic degree requirements may be satisfied through additional relevant professional experience at a rate of four (4) years of experience for each degree level not attained. 
  • Hold and maintain an active DoD SECRET security clearance based on a favorably adjudicated T3 or T3R investigation. A Top-Secret clearance (T5/T5R) may be required for select positions.
  • Be granted approval to obtain a DCSA physical access badge and access to DCSA information systems.
  • Complete all Government-mandated annual training, including Operational Security, Security Awareness, Subversion and Espionage, Ethics, and Prevention of Sexual Harassment.
  • Use Government or official company e-mail for all official US Government business. Personal, private, or commercial e-mail accounts shall NOT be used.
  • Comply with 32 CFR Part 117.12 (NISPOM) security training and briefing requirements.

Minimum Qualifications:

Highly Desired Qualifications:

  • Prior experience supporting DCSA, a DoD Agency, or an Intelligence Community customer.
  • Experience supporting Program Management Reviews and Federal governance boards.
  • PMP, PgMP, or CAPM certification.
  • Lean Six Sigma certification (Green Belt or higher).
  • Experience with change control procedures on Federal contract products.

Job: Full-time

Location: Primarily remote. Contractor personnel may be required to work onsite at DCSA sites in Quantico, VA; Ft. Meade, MD; or Boyers, PA based on mission requirements. Travel when working onsite is not reimbursed. All classified work is performed at DCSA Headquarters, 27130 Telegraph Road, Quantico, VA 22134. Only unclassified work may be performed offsite. Hours of Operation: Monday through Friday, eight-hour shift with mandatory coverage of core hours 0900 – 1500 EST, within normal business hours of 0800 – 1600 EST. A minimum 30-minute unpaid lunch is required each workday. Flexible and compressed schedules may be permitted subject to KO/COR and site lead approval.

Salary Range: $85,000 - $98,000
