Facilitates the policy and decision-making process of the Budget Office. Analyzes complex budgetary, managerial and staffing problems and proposes solutions, maintains in-depth knowledge of assigned departments, monitors budgetary appropriations, and produces budgets and related reports. Acts in the absence of the Budget Officer and coordinates the work of junior analysts.

Management Scope: Supervises one or more Budget and Policy Analysts.

Responsibilities

1. Analyzes and provides recommendations on complex issues relating to the County’s budget, financial matters or departmental operations.

2. Maintains up-to-date knowledge of departmental operations to enable early identification of problems.

3. Prepares written memorandums relating to analysis efforts.

4. Prepares and monitors line item budgets for assigned departments.

5. Prepares interim reports related to financial and operational matters.

6. Attends meetings as assigned by Budget Office or as deemed necessary to accomplish other tasks.

7. Supervises the work product of junior staff.

8. Performs other duties as assigned.

Qualifications

Education, Experience and Training:
Education and experience equivalent to a Bachelor’s degree from an accredited college or university in a job related field of study. Three (3) years of professional work related experience required in budget or financial management.

Special Requirements:
Skilled in the use of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public.

Physical/Environmental Requirements:
Standard Office Environment.
