Job DetailsJob Location: 1- Municipal Building - Cheyenne, WY 82001Position Type: Full TimeEducation Level: High School or GEDJob Category: ConstructionSenior Code Compliance Inspector JOB TITLE: Senior Code Compliance Inspector CLASSIFICATION: Non-Exempt DEPARTMENT: Compliance SUPERVISOR: Chief Building Official SALARY: $69,629 to $104,442 Annually GENERAL JOB DESCRIPTION To perform technical building inspection work in enforcing compliance with building codes, regulations, and ordinances; to confer with contractors, developers, designers, and property owners to ensure building codes are properly enforced. Assist Chief Building Official to carry out policies and coordinate with staff in the field to address and solve code compliance issues. PRIMARY DUTIES AND RESPONSIBILITIES Assist the Chief Building Official to carry out policies and procedures for plan reviews, permits, code compliance, and licensing to promote customer service. Assist in the development and implementation of goals, activities, objectives, policies, and priorities for the department. Assist in supervising field operations of the department; delegate assignments to plan reviewer and compliance inspectors; coordinate and analyze compliance inspector schedules to ensure proper allocation. Assist in meeting and coordinating with designers, contractors, and other City departments for preliminary cursory reviews of projects that will be submitted to the department for permits. Respond to and resolve difficult and sensitive citizen inquiries and complaints. Perform the analysis and evaluation of building construction plans to ensure compliance with applicable codes and regulations; recommend corrective actions to be taken; develop plan review correction notices pertaining to the examination of construction plans. Inspect industrial, commercial, and residential and existing buildings during various stages of construction and remodeling to ensure compliance with applicable codes, ordinances, and regulations. Issue notices to comply on violations; maintain records of history of facts for possible legal actions. Coordinates with Plans Examiners, Chief Building official, compliance inspectors and other department staff to ensure projects are inspected in a timely manner. Responsible for assisting the Chief Building Official with training of all inspection staff to include all new hire inspectors. SECONDARY DUTIES AND RESPONSIBILITIES Stay informed on current code requirements and maintain certifications required to perform required inspections. Perform other duties and responsibilities as required. KNOWLEDGE, SKILLS AND ABILITIES Building related codes and ordinances enforced by the City of Cheyenne, including the International Building, Electrical, Plumbing and Mechanical Codes and Residential Codes. Complex principles and techniques of building inspection and plans examining work. Principles of structural design and engineering mathematics. Major types of building construction, materials, and methods. Accepted safety standards and methods of building construction for commercial, industrial, and residential buildings. Interpret and apply pertinent Federal, State, and local laws, codes, and regulations. Read and interpret complex building plans, specifications and building codes. Determine if construction systems conform to City Code requirements. Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials and detect deviations from plans, regulations, and standard construction practices. Management skills to analyze programs, policies, and operational needs. Principles of supervision and training. Plan, organize, direct, and coordinate the work of personnel. Select, supervise, train, and evaluate staff. Delegate authority and responsibility. Make mathematical computations rapidly and accurately. Enforce necessary regulations with firmness and tact. Operate a variety of office machines: computer, tablet, copier, telephone. Understand and follow oral and written instructions. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Maintain mental capacity which allows for effective interaction and communication with others. QUALIFICATIONS FOR THE JOB Required: High school diploma or GED or supplemented by specialized training in one of the building trades and/or code enforcement. And two (2) years of increasingly responsible building experience. Possession of International Code Council or other approved agency, certification as an inspector in the appropriate field(s). Possession of, or ability to obtain, an appropriate master’s license in appropriate field. Preferred: Four (4) years of any combination of experience and training that would likely provide the required knowledge and abilities for this position. Working Environment: Office/construction site environment; travel from site to site; exposure to noise, dust, and inclement weather conditions; work at heights on scaffolding and ladders; work on uneven surfaces; inspect in confined spaces; and work around heavy construction equipment.
