Position Description
The Modeling and Simulation (M&S) Engineer performs modeling, simulation, and analysis tasks assessing operational relevance, system survivability, system effectiveness, and overall system performance in engagement and mission-level scenarios. The individual develops performance models and algorithms, threat models, and command and control models for new and existing simulation frameworks, and administers, operates, and maintains the suite of commercial and military modeling and simulation systems supporting test and training events. The position automates war scenario execution in support of MLR, JADC2, Project Convergence, and Project Overmatch events in order to minimize reliance on live tactical feeds, and provides engineering support to test planning, test case and scenario development, mission thread development, and test reporting.
Essential Position Functions
- Perform modeling, simulation, and analysis tasks assessing operational relevance, system survivability, system effectiveness, and overall system performance in engagement and mission-level scenarios.
- Develop performance models and algorithms, threat models, and command and control models for new and existing system simulation frameworks.
- Administer, operate, and maintain the suite of commercial and military modeling and simulation systems, to include the Battlefield Operations Support System (BOSS), Multi-Link System Test and Training Tool (MLST3), Wrap Around Simulation Program (WASP), Extensible Command, Control, Communications, and Computers (C4I) Integrated Instrumentation Suite (ExCIS), and Next Generation Threat System (NGTS).
- Implement the ports, protocols, and policies associated with modeling and simulation, such as Distributed Interactive Simulation (DIS) and High-Level Architecture (HLA), and connections to the Navy Continuous Training Environment (NCTE).
- Automate war scenario execution for events of MLR, JADC2, Project Convergence, and Project Overmatch using tools such as BOSS, MLST3, WASP, ExCIS, and NGTS in order to minimize the requirements of live tactical feeds.
- Reuse NGTS models developed by other NGTS developers to support MLR Battle Lab capabilities and the JADC2 environment.
- Develop NGTS model Plug-Ins and I/O Plug-Ins using the NGTS Software Developer's Kit (SDK) to simulate war scenarios.
- Administer both Windows and Linux based systems by ensuring the most up-to-date version of the software is utilized in accordance with the Authorization to Operate (ATO) and program office directives, and by downloading any patch necessary for full functionality.
- Configure the virtualized server computing environment as required, estimated at not less than once per month.
- Plan, install, modify, and troubleshoot local area networks (LANs), wide area networks (WANs), and virtual networks at all levels of the Open Systems Interconnection (OSI) model, specifically the technologies and architectures employed by the USMC in tactical environments.
- Support the development of the Test Plan, identifying the resources, schedule, and test cases required to achieve the test objectives.
- Develop test cases and test scripts to support systems under test and simulation tools.
- Develop scenarios and support mission thread development.
- Develop the Test Report, ensuring all stated requirements and test objectives have been evaluated and that the documented results adequately and accurately reflect the collected data and analysis conducted during the event.
- CompTIA Security+ certification.
- JKO Joint Multi-TDL Network (MTN) Operations JT101.
- Battlefield Operations Support System (BOSS) Standard User Training (SUT).
- Next Generation Threat System (NGTS) Standard User Training (SUT).
- Basic and advanced C++ programming language proficiency.
- Experience with PMTRASYS systems such as Virtual Battlespace Simulation (VBS3), Deployable Virtual Training Environment (DVTE), MAGTF Tactical Warfare Simulation (MTWS), Combined Arms Command and Control Trainer (CACCTUS), Joint Semi-Automated Forces (JSAF), Joint Staff Action Processing (JSAP), Joint Simulation Bus (JBUS), Joint Conflict and Tactical Simulation Enhancements (J-CATS), and Joint Training Environment Network (Air, Ground, Fires) (desired).
Competencies for the role
The Modeling and Simulation Engineer demonstrates advanced expertise in constructive and virtual simulation applied to engagement and mission-level analysis of tactical systems. This role requires proficiency in model and algorithm development, C++ software development against the NGTS Software Developer's Kit, and the simulation interoperability standards and policies governing DIS, HLA, and connection to the Navy Continuous Training Environment. The position further requires competence in Windows and Linux system administration, virtualized server configuration, and the planning, installation, and troubleshooting of LANs, WANs, and virtual networks across all layers of the OSI model as employed by the USMC in tactical environments. Strong analytical and diagnostic skills, disciplined configuration and cybersecurity compliance under the ATO, and clear technical writing in support of test plans, test cases, scenarios, and test reports are essential.
Physical Requirements for the role
This position requires the ability to work at a computer for extended periods, including viewing multiple monitors, using keyboards, and operating standard office, laboratory, and simulation equipment. The role requires the ability to install, rack, cable, and troubleshoot server, network, and simulation hardware, which includes reaching, bending, and kneeling in and around equipment racks and workstations. The individual must be able to stand and walk for extended periods within laboratory and field test environments and to lift and carry equipment up to 40 pounds, including server, network, and simulation components.

Work Environment
The work environment for this position includes a professional office setting, a modeling and simulation laboratory, and server and network spaces supporting virtualized computing environments. Duties may extend into field and exercise test environments in support of scheduled events. The role involves regular use of computers, simulation frameworks, and Windows and Linux based systems, along with frequent collaboration with technical and non-technical team members, including Government personnel and other program stakeholders. Work is generally performed during normal business hours, and the environment supports adherence to established cybersecurity, configuration management, safety, and organizational policies, to include compliance with the applicable Authorization to Operate and program office directives.
Security Clearance Requirements
Secret. The individual must possess a valid Secret clearance. The individual shall not divulge information regarding files, data processing activities or functions, identifications, passwords, or other knowledge gained to anyone not authorized access to such information, and shall abide by all Government rules, procedures, and standards of conduct.
Travel Requirements
Travel is anticipated to be approximately 10% - 15% within the Continental United States and 5% - 10% outside the Continental United States.
Compensation
Salary will be determined based on the individual's education and experience level.
