Oversees and manages policy for advanced and complex contract duties in support of large scope, high-dollar or high-risk contracts. Oversees the execution and administration of contracts by defining requirements, participating and advising on negotiations and ensuring compliance with policy, law and acceptable contracting practices. Monitors progress/benchmarks, financial expenditures, allocations and inspects final results. Serves as the point of contact for contracts and related issues. Work requires extensive contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Monitors contract performance by examining billings, fiscal data, and eligibility determination.
     
  • Negotiates contract renewals and amendments.
     
  • Oversees and provides advanced technical assistance to plan, develop, implement, and monitor contract services.
     
  • Oversees development, writing, revision and/or preparation of highly complex contracts, amendments.
     
  • Oversees maintenance, updating, and compilation of detailed data, reports, summaries, and files.
     
  • Oversees the administration of complex agreements and contracts.
     
  • Oversees the audit of payment invoices for completeness, accuracy and compliance.
     
  • Performs other job related responsibilities as assigned.


Minimum Qualifications:


Education: Bachelor's Degree in business administration, finance, or a related discipline.
Experience: 6 years of contract administration, contract management, contract development, or related experience (Experience can be satisfied by full time or prorated part time equivalent)
-Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.

 

Preferred Qualifications:

  • Knowledgeable in Site Manager software.

  • Close Visual Acuity - work includes data/figures; view and computer screen, extensive reading.
     
  • Sedentary work - Lift up to 10 lbs at a time and occasionally carry files/small tools.
