General Description and Classification Standards:

Training Manager II is a critical role within the Organizational Development unit of the Department of Human Resources. The Training Manager II will work in partnership with the Organizational Development Executive Director. The expectations of this position include plans, develops, implements, and administers development and training programs for City of Atlanta employees. The Training Manager II also acts as a liaison and advisor to the organization’s leadership and facilitates initiatives across the organization to include the Department of Aviation.

This is a fully seasoned managerial level people-leader position charged with responsibility for significant specialized functions across the city. The position manages a group of employees, which include Facilitators, Instructional Designers and Training Coordinators.

Supervision Received:

Direction received is general and focuses more on long-term and short-term operating objectives, managerial effectiveness, and operating results. This level would be considered ā€œmiddleā€ management.

Essential Duties and Responsibilities:

These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.

Ā· Manages the activities involved in the design, preparation, delivery and needs assessment of training and development programs for City manager and employees.

Ā· Directs the needs assessment for training and staff development to enhance the effectiveness of employee performance in achieving the goals and objectives.

Ā· Joins in partnership with other HR professionals to assess and implement organizational development programs, processes, and training initiatives to support organizational strategies.

Ā· Identifies and incorporates best practices and lessons learned into program plans.

Ā· Determines City needs for Leadership development, succession planning, career management, interpersonal skills, and communication training.

Ā· Reviews evaluations of training courses, objectives, and accomplishments.

Ā· Makes assessments of effectiveness of training terms of employee accomplishments and performance.

Ā· Develops and/or approves content, methods, and materials for training staff and may conduct courses.

Ā· Develops methods for evaluation or orientation, performance management and/or organizational development training.

Ā· Consults with management on performance, organizational and leadership matters.

Conducts needs assessments to determine measures required to enhance employee job performance and overall company performance.

Ā· Establishes internal processes, interprets, and applies organizational policies.

Ā· Creates operating plans, forecasts and reporting systems and manages the day-to-day training operations.

Ā· May perform other duties as assigned

Knowledge Skills and Abilities:

Ā· Strong knowledge and use of Learning Management System (LMS).

Ā· Strong knowledge of authoring tools/methodology for course/e-learning design.

Ā· Strong knowledge and use of virtual training/meeting platforms

Ā· Strong knowledge of assessment tools.

Ā· Knowledge of interactive employee development methodology.

Ā· Strong verbal, written and organizational skills.

Ā· Strong planning and organizational skills.

Ā· Strong proficiency with Microsoft Office Suite or related software.

Ā· Strong presentation skills.

Ā· Skilled in using A/V and other presentation equipment.

Ā· Ability to design, develop and deliver course materials in a creative and interesting manner.

Ā· Ability to use interactive technology in design of training courses via authoring tools.

Ā· Ability to evaluate and research training options and alternatives.

Lifting Requirements:

Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.

Qualifications

Minimum Qualifications:

Education and Experience –

1. Bachelor’s degree in Education, Human Resources, Business, Organizational Development, or a related field.

2. Eight (8) years of progressively responsible experience in employee development, training, organizational development, or a related field, including:

3. At least three (3) years of direct people-management experience, including assigning work, coaching and developing employees, managing performance, and addressing employee-relations matters for both in-office and remote employees; and

4. At least six years of experience in employee development or training in similar or related roles.

Licensures and Certifications -

None required.

Preferred Requirements -

1. Master’s Degree in Organizational Management, Education/Teaching, Human

Resources, Business or related field

2. ATD certification is preferred.
