The Department of Watershed Management is a regional public water and wastewater utility serving 1.2 million people each day. The Department’s core services include the treatment and distribution of safe drinking water; the collection and treatment of wastewater to a high standard; the management of watersheds within the City of Atlanta; and customer care and billing services for 164,000 accounts. General Description and Classification Standards

The purpose of this job is to develop and manage security programs, training, and security personnel management.  Establish and maintain security regulations and procedures. This role ensures the safety and security of employees, assets, and facilities by developing, implementing, and maintaining effective security policies, procedures, and protocols.

Supervision Received

May work independently or part of a team of managers that meet to discuss issues related to contractors, staff, policy, and operations. The direction received is very general, focuses on strategic objectives, and is typically collaborative in nature. This is a policy-making level of management and would be considered " middle" management (Supervisor).

 

Essential Duties & Responsibilities  

These are typical responsibilities for this position and should not be construed as exclusive or all-inclusive.  May perform other duties as assigned.

 

  • Supervises and evaluates assigned staff

  • Handle all Security concerns

  • Direct work assignments

  • Complete employee performance appraisals

  • Develop and implement security programs/ training

  • Develop customized security plans

  • Perform risk analysis and recommend security solutions, and develop security requirements

  • Participate in the execution of intrusion detection, monitoring, vulnerability assessments, and penetration studies

  • Conducts the investigation and resolution of the security division incidents

  • Assist in the implementation of the necessary controls and procedures to cost-effectively protect Watershed Management assets from intentional and inadvertent modifications, disclosures, or destruction

  • Manage and coordinate the implementation of security products, services, and tools according to Homeland Security standards

  • Investigates incident reports and works on investigations in lieu of Law enforcement. 

  • Coordinate with law enforcement and emergency response agencies as needed, prepare and present regular security reports to senior management

  • Manage the Security Guard service contract

  • Manage the key control system for all facilities

 

Decision Making

This position is generally required to provide input regarding decisions that impact various areas within the watershed's divisions and offices. Such issues may be related to policy/procedures, strategy, budget, and/or technical matters. May commit the department to action. Establishes organization strategy and policy within required legislative or executive limitations.

 

Leadership Provided

Guides a varied group of Security professionals and contract services. Guidance should typically be general in nature and focus on objectives, end results, and policies.

 

Minimum Qualifications– Education and Experience

  1. Bachelor’s degree in criminal justice, Public Administration, Risk Management, Homeland Security, or a related field. Equivalent education in combination with experience will be considered.

 

2. Three years of supervisory experience in public administration, risk management, loss prevention, security, or a directly related field

Licensures and Certifications: Required

1. Georgia Driver’s License

2. Homeland Security certification or the ability to obtain within six months of hire

Essential Capabilities and Work Environment

Physical, lifting, and sensory capabilities are required to perform the job successfully. Typical environmental conditions are associated with the job. Standard Office Environment.  Must be physically able to maneuver locks, chains, and other material; must be able to drive a vehicle. The City of Atlanta is an equal opportunity employer.
